How to Book a Container Inspection at Mombasa Port: A Step-by-Step Guide

Container inspection at the port of Mombasa is a mandatory customs operation on selected cargo for verification before release.

The verification process is done electronically through systems operated by the Kenya Revenue Authority (KRA) and the Kenya Ports Authority (KPA).

At present, the importer or exporter cannot make a booking for container inspection.

According to Kenyan laws, they must use the services of a licensed clearing agent who will make the booking for the inspection.

In addition to that, it is his duty to fill out the customs declaration form for the cargo and also request a slot in the system.

The verification process commences after declaration of the consignment in the iCMS of the Kenya Revenue Authority.

In case it is found by the customs officials and other regulatory bodies that there is a need for physical verification, then the booking of the inspection is made electronically through KWATOS.

Appointment of a Licensed Clearing Agent

As the first step for an importer/exporter, it is essential to appoint a licensed clearing agent who is listed on the KRA Customs & Border Control portal.

A licensed clearing agent represents the cargo owner during the whole procedure of cargo clearance.

It is important to note that without a licensed clearing agent, there can be no customs declaration and booking.

Customs Declaration Using iCMS for Container Inspection 

The appointed agent provides the information regarding the cargo through the integrated customs management system of Kenya Revenue Authority (KRA) known as iCMS.

The declaration needs to have a number of mandatory documents that need to be attached.

The mandatory documents include Commercial Invoice, Packing List, Import Declaration Form (IDF), and Certificate of Conformity (CoC).

In Case of Physical Inspection Required

Not all shipments require physical inspection.

But in some cases, shipments will have to go through physical inspection as ordered by KRA Customs, KEBS, or via a multiple-agency inspection process.

After the selection of the shipment for physical verification, the clearing agent initiates the process of inspection booking.

Booking of Inspection Time Slot Using KWATOS

The request for inspection is made using the Kilindini Waterfront Automated Terminal Operations System (KWATOS).

The clearing agent chooses the desired date for inspection and indicates where the inspection will be conducted, either at the port of Mombasa or Container Freight Station (CFS).

Inspection scheduling through electronics makes coordination easier for all the concerned organizations.

KPA Fees Payment

After scheduling the inspection, the Kenya Ports Authority will produce an invoice that is for movements, handling of the containers, and verification.

These fees are required to be settled using the KPA eCitizen portal before any inspection can be conducted.

The payment process forms a part of the clearance process altogether.
