Susan Rutto Lands New Leadership Role at NCA

The National Construction Authority (NCA) has appointed Susan Rutto to a new leadership role as the Authority undergoes a transition at the top effective September 4, 2926.

Having served as NCA’s General Manager for Registration and Accreditation since June 2020, Rutto will now take charge as Acting Executive Director, Registrar of Contractors and Secretary to the Board.

“The National Construction Authority (NCA) wishes to announce the appointment of Qs. Susan C. Rutto as Executive Director/Registrar of Contractors and Secretary to the Board, in an acting capacity, effective 4th September 2026,” the Authority said.

Experience of Susan Rutto at NCA

Since taking up her current position, Rutto has overseen key functions involving contractor registration and accreditation. She previously served as Manager, Registration and Compliance, from December 2013.

Moreover, Rutto ranks among NCA’s key founding staff members and helped establish the Authority’s contractor registration function.

She contributed to developing evaluation criteria and launching the contractor registration process, among other strategic initiatives.

With more than 20 years of professional experience, she has built a career across both the private and public sectors in the construction industry.

Before joining NCA, Rutto worked at the then Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works in the State Department of Public Works.

During her tenure there, she rose to the position of Superintending Quantity Surveyor before moving to the Authority.

Education and Professional Qualifications

Academically, Rutto holds a Master’s degree in Business Administration from the Management University of Africa and a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi.

In addition, she is a Registered Quantity Surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS), a licensed Lead Expert in Environmental Impact Assessment (EIA) and a Corporate Member of the Institute of Quantity Surveyors of Kenya (IQSK).

Board Backs Rutto’s Appointment

As Rutto takes on the acting position, the Board expects her institutional knowledge and industry experience to help maintain stability and ensure the Authority continues delivering on its mandate.

“The Board is confident that Qs. Rutto’s institutional knowledge, leadership experience and understanding of the construction industry will provide the Authority with the continuity and strategic direction needed during this transition,” NCA Board Chairperson Mercy Okiro said.
