Inside Crucial State House Meeting Over Fake Academic Papers

Head of Public Service and Chief of Staff Felix Koskei led a consultative meeting between the Public Service Commission (PSC), Kenya National Examinations Council (KNEC) and the Ministry of Education to strengthen the authentication of academic papers.

The meeting was held at State House, Nairobi, on September 16, 2026, and focused on integrating systems used to verify academic papers.

The meeting brought together key government institutions as they explored ways to improve the authentication process and address concerns surrounding academic documents.

The engagement comes as the Public Service Commission continues to strengthen human resource management and the handling of appeals in county governments.

PSC has launched a three-day training workshop in Machakos, Nyeri, Mombasa, Embu and Garissa to improve the capacity of county governments in human resource management and handling of appeals.

The sessions began on September 15, 2026, across the five counties.

PSC Handles 434 Appeals

Representing PSC Chairperson Francis Meja, Commissioner Joan Machayo said the Commission had considered and determined 434 appeals and applications for review as of August 31, 2026, during the last financial year.

“Of great concern are instances where some counties fail to comply with provisions on filing of responses to appeals,” Machayo said.

She said the cases had exposed gaps in county human resource management, including failure by some counties to follow procedures provided for in law and county human resource policies.

Commission Explains Role in County Disputes

Speaking on behalf of PSC Chief Executive Officer Paul Famba, Director John Njorio said the Commission’s appellate role serves as a constitutional safeguard for county public officers.

He said the role protects the rights of public officers while promoting fairness and accountability.

Njorio added that the PSC (County Appeals Procedures) Regulations, 2022, provide a framework for resolving employer-employee disputes and promoting uniform standards in county human resource management.

The training forum brings together County Public Service Boards (CPSBs), County Assembly Service Boards (CASBs) and County Executives from the Coast, Eastern and North Eastern regions.
