SHA Launches New E-Contracting Portal, Orders Fresh Applications

The Social Health Authority (SHA) has officially launched its E-Contracting Portal, opening a new online process for healthcare providers seeking contracts under the authority’s next contracting cycle.
According to a notice issued on Thursday, September 17, 2026, the portal went live at 3:00 p.m. East Africa Time.
SHA said the platform will facilitate applications and contracting for healthcare providers under four funds: the Primary Health Care Fund (PHCF), Social Health Insurance Fund (SHIF), Emergency, Chronic and Critical Illness Fund (ECCIF), and Public Officers Medical Scheme Fund (POMSF).
“The Social Health Authority (SHA) wishes to inform all healthcare providers that the SHA E-Contracting Portal is officially live as of today, Thursday, 17th September 2026 at 3:00 p.m. (EAT),” SHA said.
SHA Asks Healthcare Providers to Submit Fresh Applications
The Authority has directed healthcare providers to make fresh applications through the new portal. SHA clarified that applications submitted before the official launch were made for testing purposes and will be archived.
“All healthcare providers are therefore required to submit fresh applications through the E-Contracting Portal from 3:00 p.m. on 17th September 2026,” the notice stated.
Providers have also been asked to ensure that all required information and supporting documents are complete and accurate before submitting their applications.
How the E-Contracting Portal Works
The new online system allows healthcare facilities to apply for and manage their SHA contracts digitally.
Portal provides a process that includes creating a facility account, verifying facility details using the HFR ID or licence number, completing the e-contract, submitting it for approval and tracking the contract status through the facility dashboard.
The system is designed to reduce the need for physical paperwork and allow facilities to track their contracts online. Applications can be submitted through the SHA E-Contracting Portal
New Contracting Cycle to Run Until 2029
The launch comes as SHA prepares to begin a new healthcare provider contracting cycle covering the period from October 1, 2026, to June 30, 2029. The cycle covers the same four funds listed in the latest notice.
The contracting process is based on the legal framework governing SHA’s engagement with healthcare providers. Existing health regulations require the Authority to contract healthcare providers and facilities and set standards for the services they provide to beneficiaries.

Providers Face Verification and Compliance Checks
Additional information published ahead of the new contracting cycle shows that healthcare providers will undergo eligibility and verification checks before contracts are finalised.
Requirements include registration and licensing documents, relevant county permits where applicable, a KRA Tax Compliance Certificate, an SHA Compliance Certificate and other licences relevant to the services a facility intends to provide. SHA will also conduct due diligence to verify facilities’ existence, licensing, accreditation, capacity and quality of services.
The contracting terms will cover matters such as benefit packages, service scope, tariffs, reimbursement mechanisms, claims submission, reporting requirements and service standards.

The launch adds another digital step to SHA’s ongoing efforts to manage healthcare provider contracting and administration.
The Ministry of Health has also previously said SHA continues to monitor provider performance and claims while working to strengthen healthcare service delivery.
