Paul Ndemo is a public servant who is passionate about being a change agent and making a difference in the public square by providing hope and leadership in this arena.
He currently serves as the Deputy Chief Registrar of the Judiciary, working as the principal assistant to the Chief Registrar of the Judiciary.
Known for his calm yet firm approach to public administration, he deeply believes in transforming institutions through service, accountability, and strategic guidance.
Ndemo’s appointment was confirmed by the Judicial Service Commission (JSC) following the exit of former Chief Registrar Anne Amadi, who concluded her 10-year tenure.
The handover ceremony, presided over by Chief Justice Martha Koome at the Milimani Law Courts in Nairobi, marked a new chapter for the institution, one in which Ndemo now plays a central role.
Before ascending to the senior administrative ranks of the Judiciary, Ndemo served diligently as the Deputy Chief Registrar for five years.
In that capacity, he worked as the principal assistant to the Chief Registrar of the Judiciary, taking on key responsibilities that included “overall administration and management of the Judiciary,” and the exercise of judicial functions vested in the office.
He was also entrusted with “acting as the accounting officer of the Judiciary” and oversaw critical support services, including planning, development, and staff organisation.

Before joining the Judiciary, Ndemo distinguished himself as a prosecutor, excelling in courtroom work and contributing significantly to the building of policy structures for the newly established Office of the Director of Public Prosecutions (ODPP) under the Constitution.
His ability to balance legal rigour with strategic thinking is a top trait that has followed him into his current leadership position.

Ndemo’s solid academic foundation has played a central role in shaping his public service trajectory.
He holds a Bachelor of Laws degree and a Master of International Studies degree from the University of Nairobi.
In addition, he earned a certificate in Strategic and Security Studies from the National Defence College in Nairobi, further sharpening his understanding of national governance and institutional security frameworks.
Admitted to the Bar in 1998, Ndemo has consistently demonstrated a blend of legal expertise, administrative competence, and policy insight, attributes that have propelled him into one of the most influential positions within the Judiciary.
