President William Ruto has announced a new government plan to provide a monthly stipend to all village elders.
Speaking at the State House on December 2 during a meeting with chiefs, Ruto said the government will register all village elders and allocate a monthly payment of Ksh 3,000 in the next budget cycle.
He said the move is aimed at strengthening grassroots administration and improving service delivery nationwide.
Ruto told administrators that the government intends to formalize the role of village elders, who have long served as the first link between citizens and state institutions but have operated without structured compensation.
“We must support the people who keep the state machinery running at the community level,” he said.

The president also stated that all inmates will be registered under the Social Health Authority (SHA), with the government covering their insurance contributions.
Ruto said the measure will ensure uniform access to healthcare services for all individuals under state custody.
He dismissed concerns that his remarks were tied to election politics, insisting his focus was on reforms rather than campaigns.
“Some people think I am talking about elections. I am talking about transformation,” Ruto said.
He urged citizens to make informed political choices, adding, “I have not told you to vote for me. Vote for someone who has sense and a plan.”

The meeting brought together chiefs and senior administrators from across the country as the president outlined his broader agenda for strengthening local governance and social protection systems ahead of upcoming budget deliberations.
During the State House meeting, the chiefs were also taken through briefings on national coordination plans for the coming year, including updates on administrative reporting structures, community security frameworks, and data collection responsibilities.
They reviewed progress on government programmes implemented at the village level and discussed ways to improve collaboration with national agencies.
