CA Moves to Regulate Mobile-Based Alarm Systems in Kenya – What it Means

The Communications Authority of Kenya (CA) has begun reviewing the licensing framework governing GSM-based alarm response systems as it moves to establish clearer regulatory requirements for the technology.
In a notice dated September 15, the CA invited members of the public and stakeholders in the alarm response sector to submit their views on the proposed framework for licensing non-spectrum-based alarm response systems.
“The Authority seeks stakeholder views on the proposed framework for the licensing of non-spectrum-based alarm response systems,” read part of the notice.
CA Seeks to Regulate GSM-Based Alarm Systems
The Authority said GSM-based alarm response services have continued to be deployed by several organisations as the use of technology in security and emergency response expands.
The systems typically use SIM-enabled devices connected to licensed public mobile networks to transmit alarm signals.

CA said the review is intended to define the regulatory scope of such systems and establish the applicable licensing requirements and procedures.
According to the Authority, the proposed framework will also seek to strengthen consumer protection, promote compliance with equipment requirements and improve the reliability of alarm response services.
The framework is expected to provide greater clarity on the obligations of organisations operating GSM-based alarm response systems while ensuring that the equipment and services meet the required standards.
Stakeholders Invited to Submit Views
As part of the review process, the CA has developed a consultation paper outlining the proposed changes to the Alarm Response Systems Licensing Framework.
The paper provides an overview of the proposed regulatory approach and highlights key issues on which members of the public and industry stakeholders can submit their views.

In addition, the authority said the consultation paper and submission template are available through the Authority’s open consultations platform.
The CA has invited members of the public and stakeholders in the alarm response sector to submit their views within 30 days from the date of publication of the notice.
“Members of the public and stakeholders in the alarm response sector are invited to make their submissions via freqlicensingfsm@ca.go.ke within thirty (30) days from the date of publication of this notice,” CA stated.
Submissions can be sent to freqlicensingfsm@ca.go.ke using the template provided by the Authority.
