Democracy for the Citizens Party (DCP) leader Rigathi Gachagua has called for the immediate withdrawal of plainclothes police officers deployed to Ol Kalou ahead of the constituency’s by-election, alleging that they have been sent to interfere with the electoral process.
In a letter dated July 15 and addressed to Inspector General of Police Douglas Kanja, Gachagua claimed that the security situation in Ol Kalou was being threatened by rogue plainclothes police officers rather than members of the public.
“Mr. IG Kanja, you seem not to get it; the command of the national police Service has completely gone to Mr. Kipchumba Murkomen, Raymond Omollo and rogue politicians allied to Mr. William Ruto. The security challenge in Olkalou and across Kenya isn’t too much about the goons but the plainclothes rogue police officers outside of your command,” read part of the letter.

The party leader questioned the deployment of more than 2,000 police officers to the constituency, describing the number as unprecedented for an election in Kenya.
He argued that all officers assigned to the by-election should be in uniform, display their service numbers, avoid wearing hoods, and operate clearly marked police vehicles.
“The 2,000 Police Officers deployed must be uniformed, they must display their service numbers, they must not be hooded, and they must use clearly marked police vehicles,” he stated.

In addition, Gachagua alleged that if violence occurs during the by-election, responsibility would lie with the police rather than the residents of the constituency.
“Nevertheless, if any violence occurs in Olkalou, a peaceful constituency, it is your fault and your police,” he wrote.
He also alleged that unnamed security officers had been instructed to interfere with voting, intimidate party agents, disrupt vote counting, and influence the outcome of the by-election in favour of the United Democratic Alliance (UDA) candidate.
DCP Lists Alleged Campaign Attacks
The DCP leader also referred to several incidents he claimed had targeted his party’s campaign team during the Ol Kalou by-election campaigns.

Among the incidents cited were an alleged assault on DCP officials at Royal Garden Hotel on July 1, an alleged attack on party campaigners by plainclothes officers on July 9, damage to the party’s campaign sound system on July 11, and what he described as an attempted assassination of East African Legislative Assembly (EALA) MP Kanini Kega on July 13.
Gachagua further questioned why no action had been taken over the reported incidents and urged the Inspector General to ensure the National Police Service remains neutral during the election.
He also referenced Section 12 of the Election Offences Act, which prohibits the use of public officers or national security organs to influence voters in favour of a political candidate or party.
