KMPDC Rolls Out Online Medical Certificate Attestation With New User Guide

The Kenya Medical Practitioners and Dentists Council (KMPDC) will transition from manual attestation of medical certificates to a fully online system, with full implementation set to begin on August 3, 2026.

In a notice dated July 16, KMPDC said the transition phase will run from July 20 to July 31, 2026, after which all medical certificate attestations will be processed exclusively through the online platform.

“The Kenya Medical Practitioners and Dentists Council wishes to inform all stakeholders that it is transitioning from the manual attestation of medical certificates to a fully online attestation system,” the notice stated.

KMPDC Sets Timeline for Online Medical Certificate Attestation

According to the Council, the online attestation service will only be available through the Online Services Portal (OSP) and will be accessible to licensed medical practitioners who are in good standing with the Council.

“The online attestation service will only be available through the online service practitioner portal to licensed medical practitioners who are in good standing with the Council,” KMPDU stated.

In addition, KMPDC said the transition is intended to strengthen ownership and accountability in the medical certification process while improving accessibility for practitioners and patients.

It added that the move will also enhance efficiency through faster processing of attestation requests and support the council’s efforts to digitise and automate its services for greater transparency, reliability, and service excellence.

KMPDC further thanked stakeholders for their cooperation during the transition period and said it remains available to provide clarification and assistance where required.

The council also released a Medical Attestation Certificate Application User Guide to help practitioners navigate the new online process.

To access the service, practitioners must have an active OSP account, hold a valid clinical practising licence for the current year, be attached to a duly licensed and registered health facility, and only make referrals within their approved scope of practice.

Additionally, applicants seeking a medical attestation certificate will be required to provide a valid national identification card, a duly completed and signed medical report, a recent passport-size photograph, and pay a Ksh3,000 certification fee through the eCitizen platform.

How the Online Attestation Process Will Work

According to the guide, practitioners will be required to log into the Online Services Portal, select the Medical Attestation Certificate option from the dashboard, complete the required medical certification details, and upload all supporting documents.

After reviewing the application for accuracy, the practitioner will submit it, after which an invoice will be generated for payment through eCitizen.

Once payment has been confirmed, the system will generate a receipt, process the certificate, and make it available for download before it is issued to the applicant.

KMPDC further noted that medical attestation certificates should only be issued after an appropriate professional evaluation and assessment of the applicant by the certifying medical practitioner.

The council also stated that practitioners remain responsible for verifying the accuracy of all information and supporting medical documents before issuing a certificate, while affiliated health facilities must comply with KMPDC’s regulatory standards.

Under the new system, each Medical Attestation Certificate will include a unique serial number, date of issue, the name, registration number, and licence number of the certifying medical practitioner, as well as the applicant’s name and national ID or passport number.

The certificate will also indicate the referring health facility and include a QR code to enable verification of its authenticity.
