TSC Issues Notice Following Killing of Teacher by Suspected Terrorists

The Teachers Service Commission (TSC) has broken its silence after the death of Mr. Stephen Vundi Musili, a teacher at Hulugho Primary School in Garissa County, who was brutally attacked and killed on January 26, 2026, by suspected Al-Shabaab militants.

Musili was employed by the Commission on January 2, 2025.

TSC said he was a dedicated teacher who had committed himself to the noble duty of educating learners in a challenging environment with exemplary commitment, courage, and dedication.

The Government has flown the body of our late teacher to Nairobi for preservation at Chiromo Funeral Home pending further arrangements.

TSC said it is working closely with the family of the teacher to ensure they are accorded the necessary support to ensure a dignified send-off.

TSC to Visit Hulugho Sub-County

Further, the Commission, together with other relevant government agencies, will visit Hulugho Sub-County in Garissa County on January 27, 2026, to assess the situation on the ground and ascertain the safety of its employees in the area.

The Commission strongly condemned the attack, describing it as a heinous and cowardly act of terror that claimed the life of a young teacher and undermined the rights to education, peace, and security for both teachers and learners.

“We wish to inform the public that the Commission takes the safety and security of teachers seriously and will offer all the necessary support to improve the welfare of its employees. On behalf of the Commission and the entire teaching fraternity, we extend our deepest condolences to the family of Mr. Stephen Vundi Musili, his relatives, colleagues, and learners during this moment of profound grief,” reads part of the statement.

Police Manhunt

The security incident occurred earlier on Monday, January 26, 2025, in the Hulugho area of Garissa County, in which a chief and a teacher were killed.

The National Police Service (NPS) said a multi-agency security team is actively pursuing the perpetrators of the attack and has increased security patrols and operations in Hulugho and across Garissa County to ensure the safety of residents, emphasizing that protecting local communities remains the top priority.
