Moses Sunkuli is the current Acting Chief Executive Officer and Commission Secretary of Kenya’s Independent Electoral and Boundaries Commission (IEBC). He was appointed to the position on February 5, 2026, following the resignation of former CEO Marjan Hussein.
As Acting CEO, Sunkuli is in charge of the IEBC Secretariat, overseeing the day-to-day operations of the Commission and coordinating preparations for elections while ensuring continuity in service delivery.
A career elections professional, Sunkuli brings extensive experience in voter registration, electoral operations, and logistics, having served in multiple roles across the Commission.
His career at the IEBC began in 2009 when he was appointed Constituency Elections Coordinator, a role in which he oversaw voter education and voter registration activities at the grassroots level.
Over the following decade, he rose through the ranks, taking on expanded responsibilities including serving as Elections Manager in Marsabit County. In 2016, he was appointed Returning Officer for Kericho County, where he oversaw the administration of electoral processes in the county.
Sunkuli continued to ascend to higher technical leadership positions within the IEBC between 2016 and 2022.
Ledama was appointed to the position of Director for Voter Registration and Election Operations.
This appointment was during the 2022 General Election cycle.
In this new role, Sunkuli played a major part in the organization of the country’s electoral logistical processes.
He also served as the director for electoral operations in the following years.
This knowledge and leadership expertise made him suitable for the role of Acting CEO.

Moses Ledama Sunkuli has a Master of Business Administration (MBA) in Strategic Management from Kenyatta University, which was completed in 2015.
He has also undertaken specialized training in the Management of Democratic Elections in Africa at the University of South Africa (UNISA).
His previous academic qualifications include a Diploma in Business Management from the Kenya Institute of Management, which was completed in 2003, and a Bachelor of Education (B.Ed.) degree from Moi University, completed in 1998.
Besides academic qualifications, Sunkuli has various professional certifications.
These include Certified Public Accountant (CPA-K), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), and Certified Public Secretary (CPS-K).
In addition, he has postgraduate qualifications in Corporate Governance.
His professional memberships include the Institute of Certified Public Accountants of Kenya (ICPAK), Information Systems Audit and Control Association, Institute of Internal Auditors, and Institute of Certified Secretaries of Kenya.

In his capacity as the Acting CEO and Commission Secretary, Sunkuli is the administrative head and accounting officer for the Commission.
Some of his responsibilities include the implementation of policies established by the commissioners of the IEBC, running the electoral operations, and overseeing voter registration programs.
He also ensures compliance with statutory and regulatory requirements.
He oversees directors and managers for different departments within the organization and serves as the link between the IEBC Secretariat and the Commission.
