Gachagua Accuses IEBC Officials of Favouring South Korean Firm in 2027 Election Tender

Former Deputy President Rigathi Gachagua has accused the Independent Electoral and Boundaries Commission (IEBC) leadership of attempting to favor South Korean technology firm MIRU Systems in a procurement process linked to the 2027 General Election.

Gachagua alleged that the IEBC Chairperson and Vice Chairperson were determined to have MIRU Systems provide election technology, claiming the move was driven by financial interests and could undermine the credibility of the 2027 elections.

He further alleged that IEBC commissioners attempted to compel officials from the Directorate of Supply Chain Management and the Directorate of Electoral Management to take ownership of specifications allegedly tailored to favor MIRU Systems.

“The Chairman of IEBC and his Vice Chair are determined to force the discredited MIRU Systems Technology from South Korea into the 2027 General Elections for financial gain and to bungle the elections,” Gachagua said.

According to Gachagua, the alleged move was intended to strengthen the Commission’s position in a case before the Public Procurement Administrative Review Board challenging the procurement process.

He claimed that the officials refused to provide what he described as false testimony to defend the procurement process, alleging that doing so would facilitate corruption and electoral fraud.

This statement follows an IEBC internal memo dated 12 th August 2026 by the Ag. Commission Secretary/ CEO issued by (Mrs) Kulunku R.K., (Ag. MO/ADM/1/3/ (55), which announced the transfer and re-designations of 24 officials.

The note further goes on to mention that the above officers were to report at their new stations latest by 17 th August 2026 and “their supervisors shall facilitate the smooth transfer and certify their reporting as pointed out in the respective letters”.

Gachagua described the transfers as retribution and said that “the Chairman and vice chairman went after the two departments, and transferred all the officials, except one head of department who was directly involved, to distant counties and appointed their loyalists.”

He added, “Patriotic officials of the IEBC have approached me from my brief holiday and asked me to let the Kenyans know about the corruption, the intimidation, and the plans to botch the 2027 General Elections.”

Timing of the New System

Gachagua also raised doubts about the timing of the new system, pointing out that it is not technically feasible to obtain a new election management system since the elections are 11 months away.

Attempt to Tamper with the Votes

He also warned that there is a real, true fear that changing the election management system at this very late stage of the game is a deliberate attempt to tamper with the Voters’ Register.

The IEBC is yet to make a public statement or response on these allegations.
