The Ministry of Gender, Children, and Social Protection (MoGCSP) has issued a warning against digital sexual exploitation following reports of a foreign national, “Russian Guy,” allegedly filming and sharing intimate videos of Ghanaian women without their consent.
In a statement on February 14, 2026, Ghana’s MoGCSP confirmed it is investigating reports involving the unnamed individual who allegedly engaged in sexual activities with several local women, recorded the acts secretly, and subsequently circulated the footage online.
“The Ministry of Gender, Children, and Social Protection (MoGCSP) has taken note of reports involving a foreign national who allegedly engaged in sexual activities with some Ghanaian women and recorded and circulated those acts without consent,” part of the statement read.
The Ministry stated that even though preliminary information indicates that the individual may not currently be within the country’s jurisdiction, they emphasized that leaving Ghana’s borders does not grant immunity.
“This does not reduce the seriousness of the alleged conduct or the State’s responsibility to pursue accountability,” the statement read.
The ministry clarified that the non-consensual recording and distribution of intimate images is a criminal offence and a clear violation of dignity and privacy.

The ministry stated that they are already working with the Ministry of Communication and Digital Innovations and its relevant agencies on measures to prevent and respond to image-based sexual abuse.
The report further stated that they have activated psychosocial and legal support services for the affected women, handled through confidential channels to maintain their privacy.
Authorities are urging the public to exercise caution in both online and offline interactions to prevent further victimization.
“These ongoing efforts include digital safety interventions, engagement with online platforms, and mechanisms for reporting and takedown of abusive content. These measures are now being applied to this matter by the relevant authorities,” part of the statement read.
The Ministry continues to work with the Ghana Police Service, relevant security institutions, and international partners to explore all lawful options available, including cross-border cooperation and mutual legal assistance.

He has come under intense scrutiny following revelations that he allegedly recorded private, intimate encounters with multiple women across Africa without their consent.
He shares the videos on his TikTok and YouTube channels for free after meeting the women on the streets or in shopping malls.
He casually introduces himself, strikes up a light conversation, and showers women with compliments before extending his hand, and is later seen at his rented house in the capital, Nairobi.
