The Senate Committee on Lands, Environment, and Natural Resources has imposed a Ksh 500,000 fine on Governor Gladys Wanga of Homa Bay County and Governor Ochilo Ayacko of Migori County for failing to honour committee summons.
The penalties were announced during a tense committee session chaired by Sen. Faki, who emphasized the importance of accountability in county project implementation.
Sen. Faki stated that Compliance with committee summons is not optional and that County leaders must answer for public resources particularly those funded under FLLoCA.
The committee’s action comes after both governors repeatedly failed to appear to provide updates on county projects funded under the Finance for Local County Authorities (FLLoCA) program, which has been under scrutiny for delays and alleged mismanagement.

In addition to the fines, the Senate Committee has directed Governors Wanga and Ayacko to appear on 12 March 2026 to present a status update on the FLLoCA-funded projects.
This session aims to assess progress and determine whether allocated resources are being properly utilised.
A committee highlighted that the scheduled hearing is critical and expect detailed reports on all ongoing projects, including timelines, expenditures, and challenges faced in execution.
The fines are among the strictest measures taken by parliamentary committees in recent years, reflecting growing concern over accountability in devolved governance.

Such actions are intended to send a clear message to county officials across the country.
The FLLoCA program, which has been designed to spur development in the counties, has seen delays in implementation, which have been attributed to administrative challenges and poor management of the projects.
The oversight committees in the Senate have been forced to use fines and summons to ensure compliance, indicating a zero-tolerance policy towards negligence in the management of devolved government.
The issue of whether the appearance of the governors will be enough to meet the committee’s needs will be a major issue as the 12th of March deadline approaches.
