Explainer: Why Mudavadi Is Heading to India as Israel–Iran Tensions Rise

Musalia Mudavadi, Kenya’s Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, has departed for New Delhi, India, to participate in the Raisina Dialogue, even as global attention remains fixed on escalating tensions between Israel and Iran.

In a press release issued Monday March 2 by the Office of the Prime Cabinet Secretary and Ministry of Foreign and Diaspora Affairs, the government confirmed that, “H.E. Dr. Musalia Mudavadi, Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, today leaves for New Delhi, India, to attend The Raisina Dialogue, India’s annual premier conference on geopolitics and geoeconomics between 5th–7th March.”

The statement described the three-day forum as a high-level gathering that, “brings together global leaders, policymakers, academics, industry experts, and journalists to discuss critical international issues,” positioning Kenya within ongoing global conversations on security, economics, and diplomacy.

Kenya’s Economic Diplomacy Agenda

According to the press release, Mudavadi is expected to outline how Kenya has recalibrated its foreign policy under President William Ruto, particularly through intensified economic diplomacy.

“H.E. Mudavadi will expound on how Kenya has intensified economic diplomacy under H.E. President William Ruto’s administration by signing a series of bilateral trade and investment agreements to expand markets and reduce barriers across Africa, Asia, and Europe,” the statement said.

The government added that, “The PCS will advance how Kenya is deploying trade diplomacy to move from an exporter to a value-adding trade hub at the heart of Africa’s growth story,” underscoring Nairobi’s ambition to reposition itself from a primary commodities exporter to a regional manufacturing and logistics hub.

Africa Rising: Positioning the Continent

Mudavadi will represent President Ruto in a key session themed Africa Rising: Pathways, Partnerships, and Priorities, where he is expected to articulate Africa’s demographic and economic potential.

“With the youth bulge on earth of about 70percent of the total population, vast mineral wealth, and the increasing number of tech-savvy young people, Africa remains the clearest source of long-term optimism not just for Africans, but for global prosperity,” said Mudavadi.

His remarks are expected to frame Africa not as a theatre of geopolitical contestation but as a strategic partner in global growth, particularly at a time when supply chains, energy markets, and security alignments are being reshaped by conflicts in the Middle East and Eastern Europe.

Strengthening Kenya–India Relations

Beyond the multilateral platform, Mudavadi’s visit carries bilateral significance.

The press release noted that, “In New Delhi, H.E. will seek to strengthen the Kenya-India relationship, borne of a century-long bond anchored in brotherhood, shared values, and mutual interests.”

He is also scheduled to attend the Kenya-India Joint Commission for Cooperation in New Delhi, “setting a clear, results-driven agenda focused on delivering tangible outcomes for both countries.”
