How the 2025 Police Recruitment Will be Conducted

The upcoming recruitment of 10,000 police constables will be free and fair, members of the Parliamentary Committee on Delegated Legislation have been told.

Commissioners of the National Police Service Commission (NPSC) gave the assurance today while appearing before the Committee, which is chaired by Hon. Samuel Chepkong’a (Ainabkoi).

The Commissioners, led by Chairperson Dr. Amani Komora, were making their submissions on the National Police Service Commission (Recruitment and Appointment) Regulations, 2025.

NPSC Chief Executive Officer Peter Leley and other members of the Secretariat were also present.

During the session, Hon Chepkong’a and Committee Vice Chairperson Hon Robert Gichimu (Gichugu), led members of the House Team in demanding to know strategies the Commission will use to ensure the upcoming process is above board.

The nationwide recruitment exercise will take place from October 3 to October 9, 2025, in 416 centres across the country.

It targets Kenyans aged between 18 and 28 years with at least a D+ in the Kenya Certificate of Secondary Education (KCSE). Applicants are required to present their original academic certificates and national identification cards.

“This Commission was recently constituted. Can you assure Kenyans that the planned recruitment will be transparent?” asked Hon. Chepkong’a.

Dr. Komora said the new regulations are meant to streamline the process, promote transparency, and ensure a merit-based system that strengthens public trust.

“We want to assure the nation that the exercise will be free, fair, and transparent. Officers supervising recruitment will take an oath of integrity and will be held personally responsible if they break the law,” he said.

Committee members, however, raised concerns about plans to conduct the process online, saying it could disadvantage many young people without internet access.

In response, the Commission said the recruitment will be carried out through a hybrid system.

Leley explained that applicants unable to apply online will be assisted physically at the centres.

“We will not discriminate against anyone. Our officers will have gadgets on the ground to help applicants complete the process,” said Leley.
