CS Ogamba Clarifies Claims that KJSEA Results Were Inaccurate and Manipulated

Education Cabinet Secretary (CS) Julius Ogamba has dismissed reports alleging that the 2025 Kenya Junior School Education Assessment (KJSEA) results were manipulated or inaccurate.

While appearing before the Senate, CS Ogamba said the Ministry of Education is not aware of any cases of misreporting or manipulation of the 2025 KJSEA results.

He added that the results released by the Kenya National Examinations Council were accurate and have already been used to place learners into Grade 10, achieving a 99 percent transition rate.

“I wish to confirm that the Ministry is not aware of any cases of misreporting or manipulation of the 2025 KJSEA results. The results, as released by KNEC, were accurate and have been used to place the learners to Grade 10 with a 99 percent transition rate,” Ogamba said.

CS Ogamba Explains KJSEA Assessment

CS Ogamba explained that KJSEA is a summative assessment taken by Grade 9 learners at the completion of Junior Secondary School (JSS).

He explained that the assessment is designed to identify learners’ strengths, aptitudes, and interests to ensure they are placed in an environment where they can thrive.

“KJSEA does not provide an aggregate score because Competency Based Education is about nurturing individual potential, not ranking learners,” he said.

Ogamba said each subject is assessed independently, and learners’ achievements are reported using performance levels and not aggregate scores.

The CS said the method fits the purpose of JSS, which is to help learners identify their interests and strengths in order to select appropriate pathways to senior schools.

“There was no misreporting or manipulation of the 2025 KJSEA results,” he said.
