Govt Issues Safety Measures Following Rain-Related Building Collapses

The Ministry of Health has issued a critical public health advisory as the country experiences the intense March–April–May (MAM) long rains.

In a statement, the Ministry said the persistent rainfall is raising significant concerns regarding public safety, and the government is moving to mitigate the risks of trauma and injuries arising from the potential collapse of buildings and infrastructure.

The ministry has warned that the ongoing weather pattern, while beneficial for agriculture, poses a grave threat to residential and public structures.

“Prolonged rainfall can weaken building foundations, cause flooding and landslides, and damage structures such as buildings, roads, and bridges, increasing the risk of injuries, loss of life, and other public health emergencies.” The advisory states.

As the situation evolves, authorities are urging citizens to exercise extreme caution and remain proactive in identifying hazards within their immediate environments. To ensure public safety, the Ministry of Health has outlined specific protocols for both prevention and emergency response.

Guidelines for Before and During Heavy Rains

The ministry emphasizes that prevention begins with vigilance and adherence to structural safety standards. Members of the public are advised to:

  • Avoid occupying buildings that appear cracked, flooded, or structurally unsafe.
  • Landlords and property owners should inspect buildings and repair structural weaknesses such as cracks, weakened walls, and compromised foundations.
  • Avoid construction on unstable slopes, riparian areas, and flood-prone zones.
  • Follow advisories from National/county governments, the National Disaster Operations Centre, and other relevant authorities on evacuation from high-risk areas.
  • Report visible structural risks or collapsing infrastructure to local authorities immediately.

Emergency Protocols for Structural Failures

In the event that a building or infrastructure collapse occurs, time is of the essence. Citizens are advised to:

  • Move away immediately from the affected structure to avoid falling debris or further collapse.
  • Contact emergency responders such as police, fire services, or county disaster response teams.
  • Do not attempt risky rescues unless it is safe to do so; allow trained responders to conduct rescue operations.
  • If someone is trapped, reassure them and inform rescue teams of their location.

Essential Health and First Aid Measures

Following a collapse, immediate medical attention is necessary. The ministry recommends:

  • Seek medical attention immediately at the nearest health facility if injuries occur.
  • Provide basic first aid where possible:
  • Control bleeding using a clean cloth or bandage.
  • Immobilise fractures and avoid unnecessary movement of injured persons.
  • Seek urgent medical care if breathing difficulties or unconsciousness occur.
  • Watch for symptoms of shock, severe bleeding, or head injury, which require urgent medical attention.

Preventing Secondary Public Health Risks

Post-collapse, the environment often poses further dangers. The ministry warns against the following:

  • Avoid contact with contaminated floodwater or debris.
  • Ensure access to safe drinking water and maintain proper sanitation to prevent waterborne diseases.
  • Dispose of debris safely and avoid exposed electrical lines or damaged gas systems.
  • Maintain hygiene, particularly when assisting injured persons.
Community and Mental Health Support

The ministry also underscores the importance of community cohesion and psychological well-being during disasters:

  •  Identify safe evacuation routes and community assembly points.
  •  Establish community alert systems to warn residents of structural hazards.
  • Support vulnerable populations, including children, the elderly, pregnant women, and persons with disabilities, during evacuations.
  • Incidents involving collapsed buildings can be traumatic. Individuals affected should seek psychosocial support and counselling services available at health facilities or community support networks.

The ministry concludes by emphasizing that Public safety is a shared responsibility. Prompt reporting of hazards and adherence to safety guidance can save lives.
