MPs Launch Investigation into Alleged Ksh 9.4 Million Loss on eCitizen

The Public Accounts Committee (PAC), chaired by Butere MP Tindi Mwale, has resolved to summon the heads of seven entities as it intensifies investigations into the alleged diversion of billions of shillings from the Government Digital Payment Platform (eCitizen).

The announcement was made on Wednesday, March 25, 2026, during a session held at the Mini Chamber, County Hall, where the committee engaged key government officials over the Auditor-General’s Special Audit Report.

Principal Secretaries Chris Kiptoo (National Treasury), Dr. Belio Kipsang (Immigration and Citizen Services), and John Tanui (ICT and the Digital Economy) appeared before the committee to respond to concerns raised in the report.

According to the Auditor-General, a staggering Ksh 9.4 billion was irregularly funneled from the platform, with funds reportedly diverted to private entities.

Seven Entities Summoned to Explain Transactions

The committee has now invited heads of seven entities, including the Office of the Attorney General and Equity Bank, to shed light on how the funds were processed and transferred.

Other entities under scrutiny include Pesa Flow Limited, Goldrock Limited, Olive Media Limited, Webmasters Kenya, and Electronic Citizen Solutions.

“We expect the entities to give their side of the story and explain how they were licensed to collect funds from Kenyans, how approvals were granted, the amounts they are holding, and any possible diversion,” said Hon. Mwale.

Concerns Over Control of the eCitizen Platform

The Auditor-General’s report also raised red flags over the ownership and control of the eCitizen platform, warning that the government may not have full authority over the system.

“Noting that the majority of government services are provided through the platform, control by the vendor creates a single point of failure,” the report, tabled in the House on April 2, 2025, stated in part.

Government Insists Platform Is Fully Controlled

However, National Treasury Principal Secretary Chris Kiptoo dismissed concerns over ownership, assuring the committee that the platform is fully under government control following a formal handover agreement.

“As per the agreement, the vendor agreed to completely and unconditionally hand over the eCitizen platform to the Government of Kenya,” said PS Kiptoo.

He added that the agreement, signed in January 2023, involved the State Department of ICT and the State Department of Immigration, reinforcing the government’s ownership of the platform.
