Communication Authority Clarifies On Banning Low-Cost Phones

The Communications Authority of Kenya (CA) has moved to clarify recent confusion surrounding the Technical Specifications for Mobile Cellular Devices 2026, published on March 24, 2026.

The clarification follows widespread media reports and public discussions suggesting that the notice intends to ban or phase out low-cost mobile phones in Kenya.

The Authority says these claims are incorrect and misrepresent its regulatory intentions.

According to CA, the new specifications require that all mobile devices seeking type approval must use USB Type-C as the charging interface, with the charging cable detachable from the power adapter.

This aligns Kenya with global best practices, aiming to enhance consumer safety, device interoperability, and sustainability.

The Authority emphasized that these measures are part of its broader mandate to:

  • Protect consumers by ensuring devices meet safety standards
  • Promote compatibility across mobile devices and chargers
  • Reduce electronic waste (e-waste) caused by incompatible accessories
  • Ensure Kenya keeps pace with emerging global technological trends

“These specifications are designed to safeguard users and promote sustainable technology adoption, not to restrict access to affordable phones.” CA said.

New Rules Apply Only to Devices Seeking Type Approval

The Authority clarified that the updated specifications only apply to new mobile devices seeking type approval for sale, importation, or assembly in Kenya. Devices already approved to the country are not affected by the new requirements.

CA added that type approval forms the basis for evaluating new devices, which means a transitional period is unnecessary.

This approach ensures that regulatory processes remain efficient while still enforcing updated standards for incoming devices.

Existing Devices Remain Legal and Unaffected

Importantly, the Authority reassured consumers that phones and tablets already in use or previously approved remain fully legal. There is no requirement to discard existing devices, nor is any user group targeted.

CA stressed that the notice does not ban low-cost phones, does not affect ownership of current devices, and does not discriminate by income level.

The Authority reaffirmed its commitment to ensuring Kenyans have access to high-quality ICT products while responding to emerging technological and sustainability trends worldwide.

This clarification aims to prevent unnecessary confusion and reassure the public that affordable mobile devices remain widely available and legal, even as Kenya adopts updated standards for new technology.
