Ruto, Duale and Other CSs Announce Fresh State Appointments

President William Ruto and several Cabinet Secretaries have made fresh appointments across multiple government institutions.

In a Gazette Notice dated Friday, March 27, 2026, President Ruto appointed Kosiom Frank Ole Kibelekenya as an Ambassador within the Foreign Service of the Republic of Kenya.

“In exercise of the powers conferred by Article 132(2)(e) of the Constitution, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Kosiom Frank Ole Kibelekenya as an Ambassador within the Foreign Service of the Republic of Kenya,” read part of the notice.

Elsewhere, Health Cabinet Secretary Aden Duale made several appointments across key health parastatals.

Duale appointed Riyak Ahmed Mohamed and Dr. Zablon Mokua as members of the Board of Directors at the Jaramogi Oginga Odinga Teaching and Referral Hospital for a period of three years, effective March 27, 2026.

He also reappointed Catherine Kathure Samwel and appointed Nazim Jiwa Mitha and David Kipchirchir Rotich to the Kenyatta National Hospital board.

Other Health Sector Appointments

  • Physiotherapy Council of Kenya: Godana Sora was appointed as the Non-Executive Chairperson. Hilda Cheserem, Washington Atho Waindi, Anjali Bajali, Harrison Gicheru, and Dr. Wallace Karuguti were appointed as members of the council.
  • Kenya Medical Practitioners and Dentists Council: Dr. Tonnie Mulli was appointed as a member, while Dr. Moses Kiptanui, Prof. Marion Mutugi, and Rose Jepchumba Kosgey were reappointed as members.
  • Mathari National Teaching and Referral Hospital: Dr. David Muthaka Ichere was appointed as a member of the Board of Directors, while Bernard Kaparo was reappointed as a member of the Board.
  • Kenya Health Professionals Oversight Authority: Dr. Amit N. Thakker was reappointed as the Non-Executive Chairperson. Wilfred O. Oguta, Margaret Mbugua, and Ahmed Diis Mohamed were appointed as members of the Board.

  • Counsellors and Psychologists Board: Dr. Salma Sheilla Kwamboka was appointed as the Non-Executive Chairperson. Anne Syokau Mutua, Elecah Muthoni, Japhet Ouru Ogwangi, and Dr. Obadia Kipkurui Yator were appointed as members of the board.
  • Kenya Medical Laboratory Technicians and Technologists Board: Solomon Kariuki, Stanley King’e, Nancy Jebungei Bowen, Joel Stephen Mukaya, Dr. Josephine Nyabeta Rioki, Damaris Katsutsu, and Hashim Musa Haji were appointed as members of the board. Hadija Bisharo, Warda Mohamed, Kennedy Kuria, and Safari Kalu Kithi were reappointed as members.
  • Pharmacy and Poisons Board: Dr. Lyndah Kemunto Manoti was appointed as a member of the board.

Appointments by Other Cabinet Secretaries

Roads and Transport Cabinet Secretary Davis Chirchir appointed Peter Kibe Maina and Kenneth Limo Toroitich to the National Transport and Safety Authority (NTSA) Board of Directors.

Meanwhile, Water, Sanitation, and Irrigation Cabinet Secretary Eric Mugaa appointed Beatrice Kanuthu Muchina as a board member of the Central Rift Valley Water Works Development Agency, revoking the appointment of Faith Wanjiru Wachira.
