The Machakos County Government has clarified its position on pending supplier payments following recent tensions in Machakos town involving Sammy Kioko, stating that he is not a registered supplier of the county and urging residents to remain calm as the verification processes continue.
In a statement released on April 1, 2026, the county administration has addressed concerns raised over alleged non-payment for supplies said to have been delivered to the county government of Machakos.
The statement also expressed concern over an incident that occurred in Machakos Town on March 31, emphasizing that the county does not condone violence and calling on all parties to allow legal procedures to take place.
According to Machakos governor Wavinya Ndeti, uniforms for the Inspectorate Department were supplied by Movata Designs and not Sammy Kioko, as earlier claimed in public complaints.

The governor said that any individual acting on behalf of the company must provide proper legal authorization, including a Power of Attorney, a formal appointment by the company, or representation through a qualified advocate.
The county government of Machakos further acknowledged that Movata Designs delivered part of the supplies toward the close of the 2023/2024 financial year, making it impossible to conduct inspection and acceptance before the financial year ended. As a result, the payment was classified as a pending bill in line with Public Finance Management procedures.
Pending Bills Committee
As part of efforts to address inherited financial obligations, the county government of Machakos said it constituted a Pending bills verification committee following recommendations from the office of the auditor general and the office of the controller of budget to review claims amounting to Ksh3.81 billion.
The county government of Machakos says that the committee had established that Ksh2.13 billion was eligible for payment, while Ksh1.69 billion was not eligible due to unverified legal fees and incomplete documentation.
The administration noted that since taking office, it has already settled Ksh642.3 million of the verified pending bills and plans to clear the remaining Ksh1.48 billion through the First Supplementary Budget for the 2025/2026 financial year and subsequent budgets, subject to the availability of funds.
The clarification comes after a lot of public attention after Sammy Kioko reportedly raised concerns over delayed payment for inspectorate uniforms he claimed were supplied to the county.

The matter escalated on March 31 after a confrontation in Machakos Town linked to the dispute drew reactions from residents and leaders, which prompted calls for transparency on pending supplier bills.
The county government of Machakos has now maintained that while supplies were indeed delivered by Movata Designs, verification procedures must be completed before payment can be processed, reiterating its commitment to transparency, accountability, and orderly resolution of pending claims.
