Ruto Gives Way Forward Following Arrest of Petroleum PS, Ex-EPRA and KPC Bosses

President William Ruto has publicly addressed the matter regarding the Ksh4 billion substandard fuel scandal while speaking at a church service in Kilgoris, Narok County, on April 5, 2026.

President Ruto vowed that action would be taken against wrongdoers regardless of their position and reiterated his administration’s commitment to fighting corruption and protecting the country’s energy sector integrity.

“These cartels in the energy sector will not be allowed to operate freely. They will not escape accountability. It cannot be that developments in the Middle East are used as an excuse to create artificial problems here at home,” Ruto said

The president’s comments come after top energy officials, including Mohamed Liban (Petroleum PS), Joe Sang (KPC Managing Director) and Daniel Kiptoo Bargoria (EPRA Director General) were arrested and also resigned amid investigations into alleged manipulation of fuel stock data and irregular procurement of substandard fuel.

President Ruto On Corruption

“In 2022, we talked about ending corruption and many did not believe it. They thought it was a bluff. I want to say here today, we will not talk about corruption. We will do what needs to be done so corruption ends in this country. People thought it was a bluff,” he said.

President Ruto said the government would not tolerate actions that undermine public trust or harm the economy, and encouraged full cooperation with investigative agencies as the matter continues to unfold.

Speaking during the church service, the Head of State warned that individuals behind the alleged scandal would be held accountable, saying that his administration would move accordingly in the fight against corruption.

Cartels In The Fuel Sector

He further warned that cartels operating within the energy sector will not be allowed to interfere with the country’s fuel supply system or rather exploit global developments for personal gain.

“These cartels in the energy sector will not be allowed to operate freely. They will not escape accountability. It cannot be that developments in the Middle East are used as an excuse to create artificial problems here at home,” President Ruto told Kenyans.

The president also reiterated his administration’s broader plan to dismantle cartels across major sectors of the economy, noting that similar action had already been taken in other industries.

“I must say for the record, this is the administration that is going to deal firmly, decisively and conclusively with all cartels… we will deal with the cartels in the oil sector,” President Ruto stated.

DCI Investigations

These arrests and resignations were followed by investigations by the Directorate of Criminal Investigations into alleged alteration of domestic fuel stock in order to create the impression of an impending shortage in the country, a move that has reportedly led to the irregular emergency procurement of petroleum products valued at about Ksh4 billion.

Authorities have indicated that investigations are ongoing, with the government maintaining that those found guilty will face legal action as efforts continue to restore confidence in the country’s petroleum supply sector.
