KCAA Announces 29 New Aviation Regulations in Sweeping Reforms

The Kenya Civil Aviation Authority (KCAA) has published and uploaded a total of twenty-nine revised Kenya Civil Aviation Regulations, 2025.

This represents an important regulatory development in the aviation industry of the country.

According to the announcement from the Authority, the Regulations, having been published in the Kenya Gazette in accordance with the Civil Aviation Act, can be accessed from the Authority’s website by aviation industry stakeholders.

According to the public notice by Director General Emile N. Arao, the Authority said that the purpose of this new regulatory revision is to improve aviation safety, security, and regulation.

As such, the statement indicated that “the publication of the Regulations marks a significant milestone in strengthening aviation safety, security, and regulatory oversight in Kenya.”

The review includes numerous changes to different technical aspects of the regulatory framework applicable to aviation industry stakeholders, such as:

  • Airlines,
  • Air navigation service providers,
  • Maintenance organizations, and
  • Aviation professionals.

Significant Regulatory Amendments in Different Aviation Sectors

The regulatory amendments were issued in stages in March 2026, starting from a substantial number on March 3, in Legal Notices 17 to 33.

This includes such important sectors as:

  • Meteorology services,
  • Communication protocols,
  • Helicopters,
  • Environmental concerns for aircraft noise,
  • Air traffic services.

Other regulatory changes that occurred on March 6 and March 25 concern airworthiness, communication, unmanned aircraft systems, and air operator licensing.

Importantly, the issuance of Unmanned Aircraft System regulations highlights the increasing interest in drones operating in Kenya’s airspace.

More regulatory amendments involve:

  • Aeronautical information services,
  • Radio frequency spectrum allocation,
  • General aviation operations,
  • Rules of the air,
  • Personnel licensing, and
  • Air transport of dangerous goods.

Compliance and Transition Process

KCAA has clearly indicated that the regulations will become effective in line with the commencement clauses provided under each Legal Notice and are legally binding for all concerned parties.

According to the notice, “stakeholders should ensure compliance by taking the necessary measures which include conducting a thorough review of the regulations; aligning their systems to the new requirements; updating and submitting the manuals for approval; and undertaking employee training.”

Additionally, “any licence, certificate, approval or any other instrument issued before the commencement of the Regulations shall remain valid, till it expires, is varied or withdrawn by KCAA.”

Nevertheless, the relevant parties are expected to comply within one year, or otherwise suspend their activities unless the Cabinet Secretary gives permission for an extension.

Steps to Ensure Compliance

To facilitate proper implementation, KCAA is committed to releasing Advisory Circulars, Technical Guidance Documents, and Implementation Guidelines.

The Authority will also hold forums with stakeholders to deal with issues relating to the matter.

However, there will be increased efforts to enforce the rules.

“The Authority will also conduct enhanced surveillance, inspection and audits to ensure compliance,” the notice states further, adding that non-compliance shall be met with enforcement action in line with the law.

More Regulations Pending Publication

It was also revealed by KCAA that there are nine more regulations currently undergoing revision and will soon be published in the Kenya Gazette.

These include:

  • Guidelines for aerial work operations,
  • Fatigue management,
  • Aerodrome construction,
  • Authorized training institutions, and
  • Collision avoidance systems.

These regulations are anticipated to further enhance the safety and efficiency of the aviation industry as a whole.
