Former Cabinet Minister Summoned Over ‘Ghost Graduates’ Claims at MMUST

The Commission for University Education (CUE) has summoned former Trade Cabinet Minister Mukhisa Kituyi to record a statement over claims he made about Masinde Muliro University of Science and Technology (MMUST).

In a press release issued on Thursday, April 16, 2026, the Commission, through its CEO Professor Mike Kuria said it is investigating allegations raised by Dr. Kituyi during a radio interview on March 31, 2026, in which he questioned the integrity of the university’s graduation process.

“The Commission hereby uses this public forum to invite Hon. Dr. Kituyi to appear before it between Monday, April 20 and Friday, April 24, 2026, to furnish further information and supporting evidence,” the statement read.

CUE Summons Kituyi Over Allegations Against MMUST

During the interview, Dr. Kituyi claimed that a past graduation list at MMUST included names of individuals who had never been admitted to the institution or attended classes.

He claimed that some people listed as graduates only appeared during the ceremony and received degrees without following proper academic procedure.

“It’s an absolute reality. A graduation two years ago at Masinde Muliro University had names of persons who were never admitted to the university. They came with a gown, they got a degree, and they went away,” Kituyi said.

He further stated that he could provide evidence to support his claims, terming the situation as a sign of “massive institutional decay” in the country’s higher education sector.

CUE said it had earlier issued a statement on April 3 and commenced investigations into the matter. The Commission also revealed that it had written to Dr Kituyi on April 9 at his last known address but had not received a response.

As such, the Commission said it has invited Mukhisa Kituyi to appear at its offices between April 20 and April 24, 2026, to provide additional information and supporting evidence regarding the claims he made about Masinde Muliro University of Science and Technology during the interview.

The allegations have since drawn mixed reactions, with MMUST dismissing the claims and maintaining that all its graduates meet strict academic and administrative requirements.

Masinde Muliro University of Science and Technology is a public university in Kakamega, Kenya. It was officially established in 2007, though it traces its origins to 1972 when it started as a technical training institution.

The university later became a constituent college of Moi University before being upgraded to full university status.

MMUST serves a large student population across its main campus in Kakamega, with additional campuses in Bungoma and Webuye.
