Inside the Ksh2 Billion NYS Scandal as EACC Targets Senior Officials

The Ethics and Anti-Corruption Commission (EACC) has intensified investigations into an alleged Ksh2 billion corruption scandal at the National Youth Service (NYS), following a search operation in Embu County.

The operation targeted Mavvel Hotel in Embu Town. It forms part of broader investigations into suspected economic crimes involving senior NYS officials.

Detectives are focusing on procurement dealings linked to conflicts of interest and abuse of office.

On April 17, 2026, EACC officers conducted a search at the hotel as part of the ongoing probe into alleged corruption at NYS.

Targets of the Operation

Investigators carried out the operation under a court order. They targeted Mr. David Mbogo Muthee, Head of Procurement at the NYS Training School in Gilgil, and his associate, Mr. Naftali Kiperu. Authorities consider the two key persons of interest in the case.

The Commission is investigating claims that senior NYS officials traded with the agency through private companies.

These dealings allegedly led to payments totaling about KES 2 billion between the 2019/2020 and 2024/2025 financial years.

Evidence Recovered

“Today’s operation yielded valuable evidentiary material to support the ongoing investigations,” authorities said.

Moreover, detectives collected documents and other items during the raid. They expect the materials to help trace financial transactions and reveal how the funds moved.

Next Steps

“Upon conclusion of the inquiry, the findings will inform appropriate action, including the prosecution of any culpable persons and or the recovery of unexplained wealth and proceeds of corruption,” EACC said.

In addition, investigators are expected to widen the probe by reviewing financial records linked to the suspects and associated companies. This step could help identify more individuals or entities involved in the alleged scheme and strengthen the case ahead of possible prosecutions.

Meanwhile, the development adds fresh scrutiny on the National Youth Service. The agency has faced several high-profile corruption cases in the past. As investigations continue, EACC aims to strengthen accountability and protect public funds.
