Bungoma Governor Kenneth Lusaka has announced changes to his cabinet just days after dismissing all County Executive Committee Members (CECMs).
While addressing a press conference on Saturday, April 18, 2026, the governor said the reshuffle was necessitated by an ongoing court case and assured residents that service delivery would not be affected.
“As we await the final verdict of the court, services to Bungoma County residents must not be disrupted. Guided by Articles 179 and 183 of the Constitution of Kenya, as read together with Sections 32A, 33A and 32(1) of the County Governments Act, I hereby make the following changes,” Lusaka stated.
In the changes, Bonvenger Chengek was moved from the Department of Roads and Public Works to the Finance docket, while Carolyn Makali was transferred from Finance to Roads.
Dr Wamamili will retain his position as CECM for Public Administration and will additionally act as the CECM for Gender, Sports and Culture.
Several officials retained their positions, including Dr Andrew Amalwa (Water), Dr Monica Feather (Lands), Engineer Agnes Wachie (Education), Engineer Kibunguchi (Agriculture), and C.P.M. Crispinus Barasa (Health).

The governor also directed that Deputy Governor Jennifer Mbatiani will act as the CECM for Trade and Industrialisation in line with Section 32(3) of the County Governments Act.
Meanwhile, Trade and Industrialisation CECM Architect Douglas Asita and Benedict Emacher were sent on leave until further notice.
The reshuffle comes amid uncertainty over the fate of the county executive following the earlier mass dismissal, with Lusaka maintaining that the changes are aimed at ensuring continuity of services as legal proceedings continue.
Earlier, on April 9, 2026, Governor Kenneth Lusaka dismissed all Members of the County Executive Committee, alongside the County Attorney and County Secretary, a move he said was aimed at enhancing effective governance and improving service delivery.
In a statement at the time, Lusaka said the decision was taken in good faith and in the public interest, citing the need to strengthen the efficiency of county operations and safeguard institutional integrity.

“Subject to Section 40(1)(a) of the County Governments Act, all Members of the County Executive Committee, the County Attorney, and the County Secretary have been relieved of their duties with immediate effect,” the statement read.
Despite the shake-up, the county government assured residents that service delivery would not be affected, noting that administrative measures had been put in place to ensure continuity of essential services.
