Ruto Appoints News Registrar of Political Parties, KNCHR Chairperson and Ambassadors

President William Ruto has made a series of appointments to Kenya’s foreign missions and key state offices, according to notices published in a special issue of the Kenya Gazette on Friday, October 3, 2025. The appointments follow parliamentary approval as required by law.

In the gazette notice, the Head of State exercised his constitutional mandate under Article 132 (2) (e) to name new envoys representing Kenya abroad.

New Envoys Appointed

Among those appointed as High Commissioners, Ambassadors, and Consuls-General are Anthony Mwaniki Muchiri, Florence Chepagetich Bore, Lucy Kiruthu, Henry Wambuma, Abdirashid Salat Abdille, Joseph Minyoka Masila, Edwin Afande, Jayne Jupkorit Toroitich, and Judy Kiaria Numiri.

The notice, dated October 2, 2025, and signed by President Ruto, emphasized the government’s commitment to strengthening Kenya’s diplomatic representation globally.

“In exercise of the powers conferred by Article 132 (2) (e) of the Constitution, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint…” read part of Gazette Notice No. 14266.

Registrar of Political Parties Named

In addition to foreign service appointments, the President made critical changes to institutions responsible for governance and human rights.

Through Gazette Notice No. 14267, Ruto named John Con Lorionokou as the Registrar of Political Parties for a six-year term under Section 34A of the Political Parties Act.

Further, Agatha Wanjiku Wahome was appointed Assistant Registrar of Political Parties for a similar term, as captured in Gazette Notice No. 14268.

Both appointments were made in line with the legal framework outlined in the Sixth Schedule of the Act.

KNCHR Gets New Chairperson

The Head of State also reconstituted leadership within the Kenya National Commission on Human Rights (KNCHR).

Through Gazette Notice No. 14269, Ruto appointed Claris Awuor Ogangar as Chairperson of the commission, also for a six-year term.

The appointment was made pursuant to Article 250 (2) (c) of the Constitution and Section 11 (9) of the KNCHR Act.

The gazette issue, highlighted the constitutional powers vested in the presidency to fill strategic state and foreign service positions, signaling a continued effort by the Ruto administration to realign its governance and diplomatic agenda.

With these appointments, the government is expected to bolster its foreign policy execution, enhance political party regulation, and strengthen human rights oversight through renewed leadership.
