The Ministry of Education has clarified how it disburses Free Primary Education (FPE) funds across public primary schools. The clarification comes through an official circular issued on April 23, 2026.
First, the Ministry restated that capitation for primary schools is capped at KSh 1,400 per learner annually. It also explained that the National Treasury releases the funds to the Ministry in three phases per term, using a 50:30:20 ratio.
In addition, the Ministry noted that allocation depends on clear expenditure lines.
“The capitation amount is arrived at based on clear expenditure lines (vote heads) that are determined by estimated costs incurred by EACH learner,” it stated.
“The figures in reference to the circular are based on this practice,” the Ministry further added.
It emphasized that the disbursement follows verified learner data from the NEMIS system.
Next, the Ministry explained the first allocation. It stated that the Government has released KSh 95.25 per learner for Account 1 which has been deposited into respective schools’ accounts.
This amount targets learning materials. It covers textbooks, exercise books, teacher guides, reference materials and stationery. The Ministry clarified that schools must use the funds strictly as outlined in the circular.

After that, the Ministry detailed the second allocation.
“KSh 93.08 per learner has been released into respective schools’ Account 2,” it said.
This fund supports school operations. It covers support staff wages, maintenance of classrooms and sanitation facilities, utilities like water and electricity and communication costs. It also includes examinations, sanitation, transport, and capacity-building activities.

Meanwhile, the Ministry directed County and Sub-County education officials to distribute the circular to all head teachers without delay. It also instructed schools to acknowledge receipt of funds through the NEMIS platform.
In addition, schools must display the capitation breakdown on notice boards for transparency. They must also present budgets in Board of Management meetings before spending any funds.
Finally, the Ministry stressed accountability. It stated that schools must report any overfunding or underfunding through Sub-County Directors of Education for immediate action.
