TSC Ordered to Discipline Alliance Girls Principal for Charging Double the Approved Fee

Education Cabinet Secretary (CS) Julius Ogamba has directed the Teachers Service Commission (TSC) to take disciplinary action against Margaret Njeru, the principal of Alliance Girls High School, for introducing an unauthorised school fees structure.

In a letter dated April 29, 2026, sent to TSC Acting CEO Evaleen Mitei, the Ministry of Education said an investigation carried out on April 28, 2026, found that the principal allowed the school to charge extra levies without approval.

“Following an investigative assessment conducted by the Ministry of Education on 28 April, 2026, it has been established that the Principal of the subject school has presided over the implementation of an unauthorised fees structure, the import of which is to charge extra levies,” read part of the statement.

Education CS Directs TSC to Act Against Alliance Girls Principal

The ministry said the new fees forced parents and guardians to pay Ksh 120,179, which is much higher than the government-approved amount of Ksh 53,558.

According to the CS, the extra charges were introduced without his approval, which is against Section 29(2)(b) of the Basic Education Act. The law requires that the Cabinet Secretary must approve any changes to school fees.

The ministry also said the principal approved a school budget that included non-essential and unrealistic expenses.

These details are contained in an investigative report attached to the letter.

Because of these findings, Ogamba asked the TSC to take appropriate disciplinary action against the principal for failing to follow the law and government guidelines.

Alleged Non-essential Expenses Approved by the School

He said the Ministry of Education is ready to provide any additional information needed to support the case.

The directive comes just days after the new fee structure at Alliance Girls’ High School went viral, sparking public outrage over the sharp increase in school fees.

The Ministry revealed that the principal approved a school budget with what it described as non-essential and unrealistic expenses.

An investigative report shows several questionable spending decisions, including:

  • Ksh 16 million set aside for annual trips
  • Ksh 13 million for prize-giving ceremonies and speeches
  • Ksh 5 million for vouchers, sweets, and exam-related perks
  • Ksh 3 million for airtime and administrative allowances
  • Ksh 1.1 million for “moral and spiritual activities.”

The report also raised concern over a Ksh 25 million five-day staff trip to Dubai approved by the school’s board.

The ministry noted that this came at a time when parents were being asked to pay higher, unauthorised fees.

It further indicated that the school later planned to cover a Ksh 13 million budget deficit using institutional funds.
