The National Police Service (NPS) has lauded the Administration Police Service (APS) for its outstanding performance and professionalism showcased at the NPS Exhibition Stand during the 2025 Nairobi International Trade Fair.
Since its modest beginnings in 1902; when the Village Headman Ordinance gave rise to an informal Native Police force tasked with livestock control, labour mobilisation, tax collection, and maintaining order, the APS has undergone a remarkable transformation.
Though initially without legal backing or formal training, the force laid the foundation for what would become one of Kenya’s most respected security institutions.
By 1929, the Native Police had evolved into the Tribal Police, gaining legal recognition and formal training that marked the start of structured local policing in the country.
In 1958, it transitioned into the Administration Police Force under Cap 85 of the Laws of Kenya, operating under the then Provincial Administration.
The establishment of a centralised training centre at Ruring’u, Nyeri, in 1967 further professionalised the Service.
Over the decades, the APS has steadily modernised its operations and training.
In 1987, it made a landmark step toward gender inclusion by recruiting its first female officers.
This was followed in 2005 by the enlistment of the first graduate officers, signalling a commitment to academic excellence and professionalism.
Modern training facilities in Embakasi and Emali have since enhanced capacity building, while APS officers continue to serve with distinction in international peacekeeping missions.
Guided by its motto, “Uaminifu na Haki” (Integrity and Justice), the Service remains a pillar of community policing and national development.
Under the leadership of Inspector General Douglas Kanja and Deputy Inspector General Gilbert Masengeli, the first DIG to have risen through APS ranks, the Service continues to display exceptional discipline, courage, and innovation in addressing evolving security challenges both locally and globally.
Their steadfast dedication to professionalism and community safety anchors the Service’s enduring legacy.
The APS Headquarters in Nairobi comprises several directorates and support departments that strengthen its efficiency and operational excellence.
These include the Directorate of General Administration, overseeing finance and internal audit; the Directorate of Complaints and Inspection, ensuring accountability; and the Directorate of Reforms, which champions professionalism, officer welfare, and continuous improvement.
Complementary departments such as Communications, Quartermaster and Logistics, ICT, Medical Services, and Operations Planning and Research ensure seamless coordination and the effective execution of the Service’s mandate.
The APS also operates highly specialised units that enhance its operational versatility and national reach.
These include the Rapid Deployment Unit (RDU) for rapid emergency response, the Border Police Unit (BPU) for securing Kenya’s borders and countering cross-border crime, and the Anti-Stock Theft Unit (ASTU), which combats cattle rustling in pastoral areas.
The Security of Government Buildings and VIP Protection Unit (SGB) provides protection to key installations and high-profile officials, while the Critical Infrastructure Protection Unit (CIPU) safeguards strategic national assets from sabotage, terrorism, and other criminal acts.
Beyond its core security role, the APS continues to build bridges with communities through youth empowerment and sports.
The Administration Police Service Bomet FC, established in 2005, has become a beacon of unity and talent development.
Its promotion to the FKF Premier League for the 2025/2026 season highlights the Service’s commitment to nurturing potential and fostering positive public engagement.
The newly launched National Government Administration Police Unit (NGAPU) further strengthens community-based security operations nationwide.
