Atwoli’s Wife, Ex-Deputy Governor Among 65 Shortlisted for Top Govt Jobs

Spouse to COTU Secretary General Francis Atwoli, Mary Kilobi, and former Tana River Deputy Governor Jire Siyat Mohamed are among 65 candidates shortlisted for top government positions at the Intergovernmental Relations Technical Committee (IGRTC).

In a notice dated Wednesday, May 20, 2026, the Selection Panel for the recruitment of members of the IGRTC announced the names of candidates shortlisted for interviews for seven available positions in the committee.

The panel stated that the recruitment process follows an advertisement published on April 21, 2026, in print media as well as on the websites of the IGRTC, the Council of Governors and the Head of Public Service.

“After considering the applications, the Selection Panel shortlisted candidates for the position of Member of the Intergovernmental Relations Technical Committee,” the notice read.

Other notable personalities shortlisted include former Independent Policing Oversight Authority (IPOA) Commissioner Doreen Muthaura and senior Independent Electoral and Boundaries Commission (IEBC) official Meshack Korir Lomoywara.

According to the notice, interviews for the shortlisted candidates will be conducted at the Kenya School of Government, Lower Kabete Campus in Nairobi. Candidates have been instructed to arrive at least 30 minutes before their scheduled interview time.

The shortlisted applicants are also required to present original copies of their national identity cards, academic and professional certificates, transcripts, testimonials and clearance certificates from various state agencies, including the Kenya Revenue Authority (KRA), Ethics and Anti-Corruption Commission (EACC), Higher Education Loans Board (HELB) and the Directorate of Criminal Investigations (DCI).

The Selection Panel further invited members of the public to submit memoranda or sworn affidavits concerning any of the shortlisted candidates on or before June 3, 2026.

Submissions should be addressed to the Chairperson of the panel via email at IGRTCpanel@headofpublicservice.go.ke, with the subject line “Sworn Affidavit,” or delivered physically to Harambee House, 5th Floor, Room 507.

The IGRTC is a state agency established under the Intergovernmental Relations Act to support cooperation and coordination between the national and county governments.

Mary Kilobi Atwoli Profile

Mary Kilobi Atwoli is a Kenyan Kiswahili journalist, news anchor, reporter and author best known for her work at Kenya Television Network (KTN), part of the Standard Group.

Born on July 16, 1984, in Bungoma County, Mary attended Chwele Girls High School before joining Makerere University, where she studied Literature and Kiswahili. She later earned a Master’s degree in International Relations from the University of Nairobi.

Mary began her journalism career at the Uganda Broadcasting Corporation (UBC) in Uganda, where she worked as a producer, editor and anchor before moving to KTN News in Kenya. She is widely known for presenting Kiswahili news bulletins, including KTN Leo Wikendi.

She is also the author of Jifunze Kiswahili, a Kiswahili learning book distributed in Uganda and DR Congo.

Mary is married to Francis Atwoli, the longtime Secretary General of COTU. The couple married in 2018 and welcomed their first child, a son, in 2025.
