KeNHA Starts Process to Expand Mau Summit-Malaba Highway

The Kenya National Highways Authority (KeNHA) has started the process of upgrading the busy Mau Summit-Eldoret-Malaba road through a Public-Private Partnership (PPP) arrangement.

The project is being supported by the Asian Infrastructure Investment Bank (AIIB), which has provided funding to help prepare the project.

In a notice issued by KeNHA on Tuesday, June 2 2026, the government invited qualified consulting firms to express interest in carrying out a technical feasibility study for the planned expansion of the road.

“The Government of the Republic of Kenya, through the Kenya National Highways Authority (KeNHA) has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Preparation of the above Project and intends to apply part of the proceeds for the consulting services for which this REOI is issued,” read part of the notice.

KeNHA Seeks Consultant for Feasibility Study

The road, also known as the A8 highway, stretches for about 245 kilometres from Mau Summit through Eldoret to Malaba at the Kenya-Uganda border.

It is one of Kenya’s most important transport corridors, linking the Port of Mombasa to Uganda and other East African countries.

According to KeNHA, the study will assess how the road can be expanded to handle increasing traffic and improve transport efficiency. The study will also examine environmental, social, climate and tolling aspects of the project.

The consultancy assignment is expected to take 12 months and could begin in September 2026 once the procurement process is completed and a contract is signed.

Project to Be Developed Under PPP Model

KeNHA said the selected consultant will provide technical information needed to help structure the project under a PPP model and prepare it for future procurement.

The authority is seeking firms with experience in toll roads, highway design, PPP transactions, environmental assessments, and major infrastructure projects.

Interested firms must also demonstrate the ability to maintain an operational presence in Kenya throughout the assignment.

Consultants may partner with local firms through joint ventures or sub-consultancy arrangements to strengthen their qualifications.

How Interested Firms Can Apply

The consultant will be selected through the Quality and Cost-Based Selection (QCBS) method in accordance with AIIB’s Procurement Instructions for Recipients issued in July 2024.

Interested firms must submit their Expressions of Interest by 11.00 am on June 23, 2026, to KeNHA’s headquarters at Barabara Plaza near Jomo Kenyatta International Airport in Nairobi.

Electronic submissions will not be accepted.

The submissions will be publicly opened on the same day at 11.00 am in the presence of consultants’ representatives and other interested attendees.

KeNHA advised interested firms to regularly check its website and the Public Procurement Information Portal for any updates, clarifications, or amendments relating to the tender.
