Senate Tables Plan to Replace Boarding Schools

A proposal has been tabled in the Senate to gradually remove boarding schools and introduce a hybrid learning model in schools to address the student unrest across the country.
The motion, presented by nominating senators Catherine Mumma and Veronica Maina, was tabled on June 17, 2026, and is calling for reforms to protect children in schools.
According to the proposal, the Ministry of Education would be required to develop a framework for gradually transitioning from the current boarding school system to a hybrid model in which institutions offer both day and boarding options.
“Kenya continues to witness recurrent cases of student unrest, school strikes and arson attacks, leading to loss of lives, destruction of property and disruption of learning,” the notice said.
Boarding Schools Crisis
“The Senate therefore resolves that the Ministry of Education should develop modalities for phasing out boarding schools and introducing a hybrid set-up where all schools have both day and boarding arrangements,” the notice added.
The senators argue that despite the existing laws in schools to protect students, cases of arson and unrest are still many across the country.

In addition to the proposed shift in school structure, the motion also seeks the introduction of mandatory annual fire safety audits in all boarding schools.
Schools would also be required to install adequate emergency exits, firefighting equipment and fire detection systems.
Disaster Response Protocols
The proposal further recommends the development of national evacuation procedures and disaster response protocols to guide schools during such emergencies.
The senate it is also calling for increased money for infrastructure, such as firefighting equipment and emergency communication systems.

Additionally, the Teachers Service Commission (TSC) would be tasked with strengthening measures related to student discipline, learner welfare and stakeholder engagement to help address the factors that contribute to unrest in schools.
The motion also proposes that the Senate Standing Committee on Education conduct a comprehensive inquiry into school unrest and arson incidents and submit its findings within 90 days.
