KRA Approves 15 Vendors as New Electronic Seal System Takes Over [FULL LIST]

The Kenya Revenue Authority (KRA) has approved 15 vendors to provide electronic monitoring and tracking services for goods under Customs control as it transitions to a new Multi-Vendor User-Owned Electronic Seals Framework.

In a statement dated September 11, the authority said the new system will replace the electronic seals currently owned by KRA under the Regional Electronic Cargo Tracking System (RECTS), with the transition expected to be completed by October 26, 2026.

KRA said the new framework will cover both dry cargo, through electronic seals, and wet cargo, through electronic fuel seals.

“To enhance service delivery under the Regional Electronic Cargo Monitoring System (RECTS) and in response to evolving business dynamics and increasing demands, the Kenya Revenue Authority (KRA) has transitioned to a Multi- Vendor, User-Owned Seals model for both dry cargo (e-seals) and wet cargo (e-fuel) electronic seals,” KRA stated.

KRA Approves 15 Electronic Seal Vendors

The authority said the move is part of efforts to enhance service delivery under RECTS while responding to changing business dynamics and increasing demand for electronic cargo monitoring services.

According to KRA, the new model is also intended to support port decongestion initiatives and broaden access to electronic seals.

After the transition, electronic monitoring and tracking of goods under Customs control will be undertaken exclusively using devices supplied by vendors approved under the new framework.

Under the Multi-Vendor User-Owned Framework, users will be free to select any of the 15 vendors in a framework that will operate through private commercial agreements between approved vendors and users.

This means importers and other stakeholders will be able to choose their preferred service provider for electronic monitoring and tracking services.

KRA has advised all stakeholders involved in the movement and handling of goods under Customs control to take note of the transition and plan accordingly.

The affected stakeholders include importers, exporters, clearing and forwarding agents, transporters and bonded warehouse operators, as well as other stakeholders and Partner States.

Meanwhile, KRA said the list of approved vendors can be obtained through its website.

Stakeholders can also obtain the list by contacting the Cargo Monitoring Unit through cmu@kra.go.ke or by visiting the Cargo Monitoring Unit on the 13th Floor of Times Tower or any other Customs office.

KRA has urged affected stakeholders to take note of the transition and make the necessary arrangements before the deadline.
