Ruto, CSs Make Fresh Appointments as Late CDF Ogolla’s Daughter Gets Key Role

President William Ruto and several Cabinet Secretaries have made fresh appointments to various State boards and institutions.
According to a Gazette Notice dated September 11, 2026, Ruto appointed seven members to the Intergovernmental Relations Technical Committee (IGRTC) for a six-year term effective September 8 , 2026.
The appointees are Wilson Kuria Thuita, Silvya C. Apaa, Ahmed Kanyara Bishar, Pascalyne Ntang’enoi Kimiriri, Ken Riaga, Evalyn Chepkirui Aruasa and Mary Nanjala Kilobi.
He also conferred the honorary title and style of Ambassador on Fatuma Ibrahim Adan, Head of Mission of IGAD to Kenya, and Maureen Achieng, Permanent Representative of IGAD to the African Union.
Ruto Makes New Appointments as Lorna Ogolla Lands State Role
Among the fresh appointments is Lorna Achieng’ Omondi Ogolla, daughter of the late Chief of Defence Forces (CDF) General Francis Ogolla who was appointed to the Board of Directors of the National Cybersecurity Agency, alongside Jerop Joy Kibor.

Interior and National Administration Cabinet Secretary Kipchumba Murkomen made the appointments for a period of three years, effective September 11, 2026.
“IN EXERCISE of the powers conferred by paragraph 7 (j) (ii) of the State Corporations (National Cybersecurity Agency) Order, 2026, the Cabinet Secretary for Interior and National Administration appoints— Jerop Joy Kibor (Dr.), Lorna Ogolla Omondi, to be Members of the Board of Directors of the National Cybersecurity Agency, for a period of three (3) years, with effect from the 11th September, 2026,” read part of the gazette notice.
Energy and Petroleum Cabinet Secretary Opiyo Wandayi also reappointed Judith Khamala Makasi Nyauncho and Kirwa Bitok as members of the Kenya Electricity Transmission Company Limited (KETRACO) Board for another three-year term.
Water, Sanitation and Irrigation Cabinet Secretary Eric Murithi Muga appointed Khadua Jimmy Kahindi as Chairperson of the Coast Water Works Development Agency.
Muga also reappointed Everlyne Nadio as a member of the North Rift Valley Water Works Development Agency Board for three years.
Meanwhile, Agriculture and Livestock Development Cabinet Secretary Mutahi Kagwe appointed Chebii Kilel, Emmanuel Leina Tasur and Rosemary Kithira Muroria to the Coffee Board of Kenya.
About Lorna Ogolla, Daughter of the Late CDF
Lorna is the daughter of the late General Francis Ogolla, who served as Kenya’s Chief of Defence Forces before his death in a military helicopter crash in April 2024.
The late military chief was among eight people who died when the Kenya Defence Forces helicopter they were travelling in crashed shortly after take-off in Maramwet County.

She has built a career in operations, supply chain management and strategic planning, with much of her professional experience gained in the technology sector in the United States.
Lorna is currently the Head of Operational Excellence, DC Equipment Supply Chain at Google in the San Francisco Bay Area, a position she has held for more than a year.
She began her education at Kenya High School in Nairobi before joining the Massachusetts Institute of Technology (MIT) in the United States, where she earned a Bachelor of Science degree in Civil Engineering.
She later pursued an MPhil in Management Science and Operations at the University of Cambridge in the United Kingdom, obtaining a master’s degree with a specialisation in Operations.
In 2015, Lorna obtained another master’s degree in Management Science and Engineering from Stanford University.
