The Kenya Revenue Authority (KRA) has appointed George Obell, MBS, as the new Commissioner for the Micro and Small Taxpayers Department (MST), effective November 10, 2025.
The appointment, announced on November 10, is part of KRA’s efforts to strengthen institutional capacity, improve service delivery, and promote organizational excellence.
Obell, who has been serving in an acting capacity since the department’s establishment on March 1, 2025, brings more than 28 years of experience in tax administration, with extensive strategic and technical expertise.
“As part of its ongoing efforts to strengthen institutional capacity, enhance service delivery, and promote organizational excellence, the Kenya Revenue Authority (KRA) is pleased to announce the appointment of Mr. George Obell, MBS, as the Commissioner for the Micro and Small Taxpayers Department (MST), effective 10th November, 2025.”
Before his latest role, Obell served as Deputy Commissioner for the Medium Taxpayers Office (MTO) and the Deputy Commissioner for the East of Nairobi Tax Service Office.
In these capacities, he spearheaded key reforms focused on tax digitalization, including the rollout of electronic invoicing systems and risk-based compliance measures to boost efficiency.

Obell also sits on the African Tax Administration Forum (ATAF) VAT Technical Committee, where he contributes to regional tax policy and administration discussions. His work has covered areas such as Base Erosion and Profit Shifting (BEPS), tax audits, and information exchange.
In recognition of his service, Obell was awarded the Order of the Burning Spear (MBS) by the President of Kenya.
He holds a Master of Business Administration and a Bachelor of Laws degree from the University of Nairobi, as well as a Bachelor of Science in Accounting from the United States International University–Africa.

He is also a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
KRA congratulated Obell on his appointment, commending his leadership and experience in advancing tax reforms.
“The KRA Board and Management congratulate Mr. Obell on his well-deserved appointment and express confidence in his visionary leadership that will further strengthen KRA’s efforts in supporting the micro and small taxpayers segment, enhancing compliance, and fostering economic growth.”
