Kisumu County Manager to Be Charged for Forging Academic and Travel Documents for Woman

The Ethics and Anti-Corruption Commission (EACC) has received the concurrence of the Director of Public Prosecutions (DPP) to prefer charges against Michael Abala Wanga, the Kisumu County City Manager.

In a statement on Thursday, November 13, EACC Chief Executive Officer (CEO) Abdi A. Mohamud said Wanga is facing allegations of forging academic certificates to fraudulently secure employment as Kisumu County City Manager.

Besides, he is accused of using his position as City Manager of Kisumu to forge documents to facilitate travel and payment of allowances for a female non-staff member, who accompanied him on official duty to Lagos, Nigeria, from 8th to 12th July 2024.

The Commission said the lady, disguised as an employee of the County Government of Kisumu in charge of at the expense of the County Government.

The suspect is to be charged with the following offences;

  • Forgery contrary to section 345 as read with section 349 of the Penal Code.
  • Fraudulent acquisition of public property contrary to section 45(1) as read with section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003.
  • Uttering false documents contrary to section 353 as read with section 349 of the Penal Code.
  • Presentation of forged certificates contrary to section 34(a) of the Kenya National Examinations Council Act.

“Consequently, the Commission hereby directs Mr. Michael Abala Wanga, the Kisumu County City Manager, to present himself at EACC Headquarters, Integrity Centre, Nairobi, immediately for processing and arraignment,” Mohamud said.
