Didmus Barasa Summoned Over Remarks Made in Bungoma

Kimilili Member of Parliament Didmus Barasa has been summoned by the National Cohesion and Integration Commission (NCIC) over remarks he allegedly made in Sirisia Constituency, Bungoma County.

According to a notice dated September 22, Barasa is required to appear before the Commission on Tuesday, September 29, at 10:00 a.m. at the NCIC offices on the 17th floor of Britam Tower, Upper Hill, Nairobi.

NCIC said the summons concerns public utterances allegedly made by the MP in Sirisia on September 19, 2026.

“The National Cohesion and Integration Commission has summoned Kimilili MP Hon. Didmus Barasa, to appear before the Commission on Tuesday, 29th September 2026 at 10:00 a.m. at Britam Towers, Upper Hill, Nairobi, over utterances made at at Sirisia Constituency on 19th September 2026,” read part of the notice.

NCIC Investigates Sirisia Remarks on Former Western Province

The Commission said it is investigating remarks made by Barasa during the event under various provisions of the National Cohesion and Integration Act.

According to the NCIC, he discussed leaders from the former Western Province and their responsibility to serve the interests of people in the region.

He also spoke about government recruitment and gave an example of how an interview panel could allegedly favour candidates from a particular community while disadvantaging candidates from another community.

In the example cited by NCIC, Barasa referred to hypothetical candidates from different parts of the country and described how their perceived ethnic or regional identities could influence the outcome of an interview.

He concluded the remarks by linking such practices to what he described as reasons the community was “rudi nyuma” (falling behind).

Didmus Barasa Given Opportunity to Respond

Therefore, the NCIC summons stated that Didmus Barasa will be allowed to respond to the issues under investigation.

He will also be allowed to present evidence and make representations that he wishes the Commission to consider before it decides.

The Commission said the inquiry will constitute Barasa’s opportunity to be heard on the matter.

“At the inquiry you will be afforded an opportunity to respond, adduce evidence and make any representations you wish the Commission to consider,” NCIC stated.

However, the Commission noted that failure to appear in person on the specified date and time could result in warrants of arrest being issued for his arrest and production before the Commission.

“PENAL NOTICE: TAKE NOTICE that failure to appear in person at the aforementioned place, date, and time, will lead to warrants of arrest being issued for your arrest and production before the Commission and/or the institution of criminal and/or contempt proceedings against you,”
