Govt Orders Elderly and Disability Beneficiaries to Prove They Are Alive

The government has launched a nationwide verification exercise targeting beneficiaries of the Inua Jamii programme. It now requires them to confirm their status through a mandatory biometric registration process.

In a press release issued on May 13, 2026, the Ministry of Labour and Social Protection announced the rollout of the Proof of Life exercise in Kajiado Central Sub-County. This marks the start of a countrywide initiative to validate beneficiaries.

Biometric registration, including fingerprint and facial capture, will be conducted for beneficiaries under the Older Persons Cash Transfer (OPCT) programme and caregivers under the Persons with Severe Disabilities Cash Transfer (PWSD-CT) programme.

The move seeks to confirm that those enrolled in the Inua Jamii Programme are alive and present so they can continue receiving benefits.

Meanwhile, the ministry said the exercise will run from June to the end of July 2026. It will take place across the country.

Beneficiaries under the Older Persons Cash Transfer programme and caregivers under the Persons with Severe Disabilities Cash Transfer programme must present themselves at designated centres.

Mandatory Physical Verification

“All OPCT beneficiaries and PWSD-CT caregivers MUST physically present themselves at designated biometric capture centres with their original National Identity Cards,” the ministry stated.

“The specific locations and dates will be communicated by Social Development Officers. The exercise is free of charge and MANDATORY for all OPCT beneficiaries and PWSD-CT caregivers in order to continue receiving Inua Jamii benefits,” it added.

Push for Accountability

At the same time, the government said the exercise will streamline service delivery and ensure only eligible individuals receive support under the programme.

It also warned the public to remain cautious. Fraudsters may try to exploit the process.

“The public is urged to remain vigilant against fraudsters demanding money or spreading misinformation regarding the exercise,” it stated.

Overall, the announcement signals a shift in how the government manages social protection programmes. It now relies more on biometric systems to improve accountability and efficiency.
