Woman Accused of Using Fake Certificates to Pocket Ksh 7.5 Million in University Salaries

A former employee of Masinde Muliro University of Science and Technology has appeared before the Kakamega Anti-Corruption Court. She faces charges over allegations that she used fake certificates to secure employment at the institution.

The Ethics and Anti-Corruption Commission (EACC) says investigations linked her employment to fake documents. It adds that she allegedly presented multiple forged certificates to qualify for the job.

Investigations by the Ethics and Anti-Corruption Commission (EACC) established that the suspect, Ms. Florah Lipesa Koloba, allegedly forged a Diploma certificate in Community Health Nursing from Kenya Medical Training College, a Nursing Certificate from the Nursing Council, and a KCSE certificate from Matende Secondary School. She was accused of using the forged documents to obtain employment at MMUST.

Upon conclusion of investigations, the Commission forwarded the case file to the Director of Public Prosecutions (DPP), who concurred with the recommendation to institute criminal proceedings against the suspect.

Arrest and Arraignment over Fake Certificates

EACC officers arrested the suspect and presented her before the Kakamega Law Courts on 12 May 2026. The court then took up the case.

Prosecutors charged her with forgery, uttering false documents, deceiving a principal, and fraudulent acquisition of public property. EACC says she earned KSh7,584,574 in salaries during her employment.

The accused denied all charges in court. The magistrate released her on a cash bail of KSh500,000 or a bond of KSh1 million with an equivalent surety. The court also set May 28, 2026 as the mention date for pre-trial directions and hearing plans.

Recovery of Funds

EACC also confirmed plans to recover the alleged proceeds of fraud. The agency said it will pursue both criminal and civil action.

“The Commission will in addition to criminal prosecution, institute civil proceedings to recover salaries and benefits unlawfully obtained through the use of fraudulent academic qualifications,” EACC stated.

EACC further reiterated its commitment to curb fraud in public service recruitment.
