Judicial Service Commission Appoints New Registrar

The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as the Registrar of the Judicial Service Commission as per Section 10(2) of the Judicial Service Act.

In a statement, the JSC said Kibor will provide strategic leadership in the management and will support the commission in the discharge of its constitutional mandate.

“The Judicial Service Commission (JSC) has appointed Mr. Robert Kibet Kibor as the Registrar of the Judicial Service Commission, pursuant to Section 10(2) of the Judicial Service Act, Cap. 8A,” the statement said.

As of the Judicial Service Act the registrar will be responsible to the Chief Registrar of the Judiciary and Secretary to the Commission in performance of his duties.

Kibor’s Career

Kibor brings more than a decade of experience within the Commission, having served at the JSC since 2012.

He joined JSC as a Legal Researcher and steadily rose through the ranks, most recently serving as Assistant Director of Legal Services.

According to the Commission, his years of service have given him an extensive understanding of the institution’s mandate, governance framework and day-to-day operations, positioning him to take over the administrative leadership of the office.

As an Advocate of the High Court of Kenya, Kibor has 14 years of post-admission legal experience.

Education

He holds a Master of Arts in International Relations, specialising in Foreign Policy and Diplomacy, from the United States International University (USIU), a Bachelor of Laws degree from Moi University and a Postgraduate Diploma from the Kenya School of Law

His professional development also includes the Strategic Leadership Development Programme at the Kenya School of Government, corporate governance training and other leadership programmes.

The Registrar’s office became vacant after Mokaya’s appointment as Chief Registrar of the Judiciary, with Isaac Wamaasa serving as Acting Registrar during the transition period.

JSC said Kibor’s appointment followed a competitive recruitment process that began with the advertisement of the position on January 16, 2026. Interviews for shortlisted candidates were conducted on June 30, 2026.

The Commission thanked all applicants who participated in the recruitment exercise and expressed confidence that the appointment would strengthen institutional leadership and support the continued execution of its constitutional mandate.
