Museveni Mourns Jirongo Days After Naming Him in Uganda-Kenya Fuel Deal

Ugandan President Yoweri Museveni has mourned former Lugari Member of Parliament and veteran Kenyan politician Cyrus Jirongo, saying he was unaware that the politician had died.

In a message shared on Monday, September 21, 2026, Museveni expressed sadness after learning that Jirongo died in a road accident in December 2025.

“I have just learnt that Senator Cyrus Jirongo passed away last December in a motor accident. I was not aware that he had died,” Museveni said.

Museveni Eulogises Jirongo

The Ugandan president described Jirongo as a good and patriotic leader who served Kenya with dedication.

“This is very sad. Jirongo was a good and patriotic leader who served his country with dedication. We shall miss him,” Museveni added.

He sent his condolences to Jirongo’s family, relatives, friends and Kenyans.

“My condolences go to his family, relatives, friends and the people of Kenya. May his soul rest in peace,” he said.

Jirongo Had Earlier Raised Fuel Procurement Issue

Museveni’s tribute comes a day after he clarified remarks in which he revealed that Jirongo had alerted him about Uganda’s use of middlemen in petroleum procurement.

In a statement on Sunday, September 20, Museveni said Jirongo raised the issue with him around 2019.

“It was a Kenyan Senator called Jirongo who told me this around 2019. I immediately tasked the then Minister Irene Muloni to sort out that mess,” Museveni said.

He said he was unaware that Uganda was procuring petroleum products through middlemen in Kenya through a tendering process.

“I did not know that these wonderful people were buying those products through middlemen in Kenya by tendering to those middlemen,” he said.

The President Says Jirongo Alerted Him

Museveni said he acted after Jirongo brought the matter to his attention and instructed then Energy Minister Irene Muloni to address it.

He later revisited the issue during the groundbreaking of a 320-million-litre Kampala Storage Terminal on September 17.

“So, Uganda, the Republic of Uganda, was buying petroleum products through middlemen in Kenya. And the person who woke me up first was a senator from Kenya,” Museveni said.

He said he subsequently questioned why Uganda was buying petroleum products through traders instead of sourcing them directly from refiners and bulk suppliers.

“The thing to do is for the country to buy from the refiners. Those who are refining, why do you buy from traders?” Museveni said.

The issue eventually became part of changes to Uganda’s petroleum import arrangements, with the Uganda National Oil Company (UNOC) taking a greater role in directly importing petroleum products and supplying oil marketing companies.
