Nyamira County Assembly Deputy Clerk Arrested

The Ethics and Anti-Corruption Commission (EACC) has arrested the Deputy Clerk and Director of Finance and Accounts at the Nyamira County Assembly, Leonard Kevin Nyamasege, over alleged procurement irregularities linked to the construction of an office block for the assembly.
According to the anti-graft agency, investigations found that the tender was awarded to Jetta Builders Ltd even though the company was not the lowest evaluated bidder.
EACC says the decision gave the contractor an undue financial benefit of Ksh 30,187,396.
The Commission said it completed its investigations and forwarded the case file to the Director of Public Prosecutions (DPP).
The DPP approved the prosecution of Nyamasege together with five other suspects.
The suspects face several charges, including:
- Abuse of office
- Willful failure to comply with the law relating to the management of public funds
- Negligence of official duty

Nyamira County Court Defers Deputy Clerk’s Plea Taking
Nyamasege was arrested and presented before Principal Magistrate Christabel Agutu at the Nyamira Law Courts on Monday, June 30, 2026.
However, he did not take a plea after his lawyer informed the court that the High Court in Kisumu had issued orders stopping his arrest and arraignment until a petition filed by the suspect is heard and determined.
According to EACC, the court orders had not been served on the Commission before the arrest.
The case will be mentioned again on July 28, 2026, for further directions.

Second Arrest in the Same Investigation
Nyamasege’s arrest comes weeks after EACC arrested the Clerk of the Nyamira County Assembly, Duke Simeon Onyari, on June 3, 2026, in connection with the same investigation.
The Commission said it is still pursuing the remaining suspects named in the case.
EACC Confirms Anti-Corruption Commitment
In a statement, EACC said investigations showed that the procurement process was irregular.
“Investigations established that the unlawful award conferred an undue financial benefit of Ksh 30,187,396 to the contractor.”
The Commission also stated its commitment to fighting corruption.
“The Commission remains steadfast in its commitment to safeguarding public resources and ensuring accountability for all persons involved in corruption and economic crimes.”
