Ruto Announces Fresh State Appointments, Including Former Meru Governor

President William Ruto has announced new appointments across several state corporations, including both fresh appointments and reappointments.
In a Gazette Notice dated June 26, 2026, Ruto appointed former Meru Governor Kiraitu Murungi as the Non-Executive Chairperson of the Competition Authority of Kenya for a three-year term, effective immediately.
Murungi brings more than three decades of public service experience into the role, having first entered Parliament in 1992 and serving multiple terms.
Subsequently, he held key Cabinet positions during former President Mwai Kibaki’s administration, including the Justice and Constitutional Affairs and Energy dockets.
Following his exit from elective politics, he shifted focus to advisory and mentorship roles. He now leads the authority, where he will oversee efforts to regulate market competition and protect consumers from unfair trade practices.
Ruto Reappointments
Meanwhile, in the same notice, the President reappointed former Tigania East MP Joseph M’uthari as the Non-Executive Chairperson of the Kenya Plant Health Inspectorate Service (KEPHIS).
He will begin his new term on June 30, 2026, and he will serve for three years.
In a separate Gazette Notice issued under the Kenya National Qualifications Framework Act, the President also reappointed Stanley Kiptis as the Non-Executive Chairperson of the Kenya National Qualifications Authority (KNQA) for another three-year term, effective June 26, 2026.
“We extend our warmest congratulations to our Chairperson, Hon. Stanley Kiptis, on his re-appointment to lead the Council for another three-year term. We are incredibly fortunate to continue tapping from his wealth of experience and wisdom as we fulfil our mandate under the KNQF Act,” KNQF welcomed his reappointment.

Push to Strengthen State Agencies
KEPHIS safeguards plant health, enforces quality standards, and supports agricultural exports.
At the same time, KNQA oversees the national qualifications framework and ensures quality assurance in education and training.
Murungi has already assumed office, while M’uthari and Kiptis will begin their renewed terms at the end of June, ensuring continuity in operations across the agencies.
