Ruto Appoints Former MP as EPRA Board Chairperson

President William Ruto has appointed former Bumula Member of Parliament Moses Wekesa Mwambu Mabonga as the new Non-Executive Chairperson of the Energy and Petroleum Regulatory Authority (EPRA).

In Gazette Notice No. 11221, dated July 24, 2026, the President appointed Mabonga to serve for a period of three years from the date of appointment.

“IN EXERCISE of the powers conferred by section 12 (1) (a) of the Energy Act No. 13 of 2019, as read with section 51 (1) of the Interpretation and General Provisions Act (Cap 2), I, WILLIAM SAMOEI RUTO President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint – MOSES WEKESA MWAMBU MABONGA to be the Non-Executive Chairperson of the Energy and Petroleum Regulatory Authority, for a period of three (3) years, with effect from the 24th of July 2006.” The notice stated.

Role of EPRA Non-Executive Chairperson

Mabonga takes over from Adan Haji Ali. The Non-Executive Chairperson offers policy guidance to the board and has authority over governance.

EPRA is the energy sector regulatory agency established through the Energy Act, 2019.

It is responsible for the regulation of the energy and petroleum sectors such as licensing, tariffs, safety standards, and consumer protections.

Moses Mabonga Educational and Professional Background

Mabonga served in the 12th Parliament as the MP for Bumula Constituency for 5 years and one term.

Additionally, he was Political Advisor to the County Governor of Trans-Zoia County from 2014 to 2017 as well as a Rehabilitation Officer of the Office of the Vice President from 2010 to 2012.

He holds a Master of Arts in Counseling Psychology from Daystar University, 2011; a Bachelor of Arts in Theology from East Africa School of Theology, 2007; and a Pre-University Program certificate from the same institution, 2002.

He also has a Kenya Certificate of Secondary Education from St. Teresa’s Kaluula Secondary School, 1995, and a Kenya Certificate of Primary Education from Sirithanyi Primary School, 1989.
