Ruto Sets October Deadline as Kenya Seeks Ideas for Life Beyond Vision 2030

Kenya has invited organisations representing different sections of society to nominate representatives who will help shape the country’s development agenda beyond Vision 2030.

According to a notice dated September 15, the Vision 2030 Delivery Secretariat is seeking expressions of interest from stakeholder groups to form a Multi-Stakeholder Steering Committee that will oversee and guide nationwide discussions on Kenya’s next long-term development vision.

The committee is expected to facilitate public conversations from the ward level to the national level as the country prepares for the next phase of its development planning.

“The Vision 2030 Delivery Secretariat invites all stakeholder groups to participate in the process of establishing the Multi-Stakeholder Steering Committee,” read part of the notice.

Government Begins Planning Beyond Vision 2030

The initiative follows the government’s efforts to establish a new long-term development direction as Vision 2030 approaches the end of its implementation.

In January 2026, President William Ruto appointed a Technical Working Group chaired by Kisumu Governor Professor  Anyang’ Nyong’o to develop strategic guidelines for discussions on Kenya’s future development.

The group released its report on July 21, 2026, paving the way for the launch of the National Conversation on Beyond Vision 2030 on August 12, 2026.

As a result, the subsequent stakeholder engagements identified the need for broader public participation to build consensus around Kenya’s development priorities beyond 2030.

Therefore, the Vision 2030 Delivery Secretariat identified several stakeholder groups that can participate in the selection of the steering committee.

The identified groups include the private sector and MSMEs, workers’ associations, professional bodies, youth and children’s organisations, student networks and women’s organisations.

Other eligible groups include organisations representing persons with disabilities, civil society, faith-based organisations, academia, the diaspora, the digital and technology sector and the media.

Farmers and cooperatives, marginalised and minority communities and pastoralists have also been included.

Three Representatives Required From Each Cluster

Under the proposed structure, each stakeholder cluster is expected to select a convenor and nominate three volunteer representatives to the steering committee. The three nominees must include at least one man, one woman, and one youth.

Additionally, the Vision 2030 Delivery Secretariat noted that the convenor should be an organisation with good standing and recognised credibility within its sector.

It must also demonstrate the capacity and experience needed to bring together diverse organisations and stakeholders for consultations.

Meanwhile, nominees should have a good reputation within their sectors, relevant experience and the willingness and availability to participate in consensus-building activities, as the service will be voluntary.

“Nominees should be persons of integrity and good standing within their sectors, with relevant experience and the willingness and availability to support conversations and consensus-building from the grassroots to the national level. Service will be voluntary.”

Organisations Can Seek Inclusion

Furthermore, the Vision 2030 Delivery Secretariat stated that stakeholder organisations that do not identify with any of the listed clusters can still request to be included in the process.

Such organisations have been asked to submit a one-page memorandum explaining the stakeholders they represent, why they should be included, and how they could contribute to the national conversation.

The memorandum can be submitted through the Beyond 2030 portal Beyond 2030 submission portal.

All expressions of interest and nominations must be submitted by October 7, 2026, at 5:00 PM, clearly marked “Expression of Interest: Beyond-2030 Steering Committee Nomination” and addressed to the Acting Director General of the Vision 2030 Delivery Secretariat.

Organisations may also submit their documents virtually or deliver them to the Vision 2030 Delivery Secretariat offices at Britam Centre in Nairobi.
