Senate Committee Orders Arrest of Isiolo Governor Abdi Guyo

The Senate Public Accounts Committee has directed Inspector General of Police Douglas Kanja to arrest Isiolo Governor Abdi Guyo and produce him before the committee.

The directive followed the governor’s failure to appear before the committee on Monday, July 27, at 2 pm as required.

The committee, chaired by Homa Bay Senator Moses Kajwang, had summoned Governor Guyo to appear before it.

However, the governor did not attend the proceedings as scheduled.

Following his failure to appear, the committee directed the Inspector General of Police to ensure that Guyo is arrested and brought before the committee.

Governor Abdi Guyo Had Requested Postponement

According to the committee, Governor Guyo had written to it on July 16 to apologise for his absence.

In the letter, the governor said he would not be able to attend the Senate proceedings because of prior official engagements.

He also asked the committee to reschedule his appearance.

“We regret to inform you that his excellency will be unable to attend the meeting on the scheduled date due to prior official engagements that had been confirmed before the receipt of the invitation,” the letter read.

Despite the request to reschedule the appearance, the governor was required to attend the committee proceedings on July 27.

His failure to appear prompted the committee to issue the arrest directive.

Committee Questions Communication Process

The committee also questioned how the governor’s apology letter was communicated.

According to the committee, the Auditor-General and the Isiolo County Government received copies of the letter at around 12:30 pm on the day Governor Guyo was expected to appear.

Senator Kajwang described the communication process as flawed and accused the governor’s side of non-cooperation.

He said the committee needed an explanation on where the communication process had failed.

Previous Arrest Directive also Failed

Kajwang also raised concerns over a similar arrest directive issued during the committee’s sitting on July 9.

The earlier directive to arrest and produce Governor Guyo before the committee was not carried out.

In light of the repeated failure to appear, Kajwang demanded that Inspector General of Police Douglas Kanja personally oversee the latest arrest directive.

The senator said the committee wanted the Inspector General to explain what had gone wrong with the previous directive and why it had not been enforced.

The committee therefore ordered Kanja to arrest Governor Guyo and produce him before the Senate Public Accounts Committee.
