Two Former Senior Public Employees Charged Over Allegedly Fake Academic Certificates

The Ethics and Anti-Corruption Commission (EACC) has charged two former public employees over allegations of forging and presenting academic certificates to secure employment.

The two suspects are John Murira Mwicigi, a former Security Supervisor at Nairobi City Water and Sewerage Company (NCWSC), and Kevine Agweyo Okullo, a former Technician at Kenyatta University Teaching, Referral and Research Hospital.

In a statement dated August 12, EACC stated that the two suspects were separately arraigned at the Milimani Anti-Corruption Court but denied the charges against them.

“The Ethics and Anti-Corruption Commission (EACC) has charged two former employees of public institutions over allegations of forging and presenting academic certificates to secure employment,” read part of the statement.

Former Nairobi Water Employee Accused of Using Fake KCSE Certificate

According to the agency, investigations established that John Mwicigi presented a forged Kenya Certificate of Secondary Education (KCSE) certificate purportedly issued by the Kenya National Examinations Council (KNEC).

The certificate allegedly indicated that he had studied at Githaiga Secondary School, although investigations established that he was not a student at the school.

In addition, EACC alleged that John Mwicigi used the certificate to secure employment at Nairobi City Water and Sewerage Company.

The Commission further stated that he fraudulently acquired public property amounting to Ksh15.86 million, representing salaries he earned between 2007 and December 2023.

Following its investigations, EACC forwarded the file to the Office of the Director of Public Prosecutions (ODPP), which concurred with the Commission’s recommendation to prosecute Mwicigi.

As a result, the former NCWSC employee was charged with fraudulent acquisition of public property, forgery and uttering a false document.

Another Suspect Accused of Using Forged Technical Certificate

In a separate case, Kevine Okullo was accused of submitting a forged certificate in the Refrigeration Grade II trade test while applying for a Heating, Ventilation, and Air Conditioning (HVAC) technician position at Kenyatta University Teaching, Referral, and Research Hospital.

According to the EACC, the certificate was purportedly issued by the National Industrial Training Authority (NITA).

Okullo was charged with providing false information, forgery, and uttering a false document but denied the charges.

“Okullo submitted a forged Certificate in Refrigeration Grade II Trade Test, purportedly issued by the National Industrial Training Authority (NITA), when applying for a Heating, Ventilation, and Air Conditioning Technician position at the hospital,” EACC stated.

Meanwhile, the two suspects were each released on Ksh100,000 cash bail or a Ksh1 million bond with a surety of a similar amount.

The cases will proceed through the Milimani Anti-Corruption Court.
