UEFA Wins: FIFA Drops Controversial World Cup Commercial Rights Plan

FIFA has withdrawn its controversial proposal to sell part of the commercial rights to its competitions, including the FIFA World Cup, following strong opposition from football associations like UEFA and confederations around the world.

The proposed FIFA Forward Enterprise (FFE) would have allowed private investors to acquire a stake in a new commercial entity responsible for managing FIFA competitions.

The plan drew widespread criticism over transparency, governance and the future ownership of football’s biggest tournaments.

On August 1, UEFA, Concacaf, the Football Association (FA) and the Qatar Football Association (QFA) issued statements reacting to FIFA President Gianni Infantino’s decision to abandon the proposal.

FIFA Drops Controversial Proposal

Before the withdrawal, Infantino had asked FIFA’s 211 member associations to approve the proposal by September 19.

The plan required support from more than half of FIFA’s member associations and the FIFA Council.

Associations that backed the proposal were set to receive $40 million under the new funding model, while those rejecting it risked receiving around $10 million through FIFA Forward Programme 4.0.

In his letter to member associations, Infantino said, “Should the condition be satisfied, FIFA will continue as planned with the FIFA Forward Programme 4.0, approximately $10 million per member association.”

He also described the proposed commercial entity as one that would focus on increasing financial returns for FIFA’s members.

UEFA Welcomes Withdrawal But Demands Reforms

UEFA welcomed FIFA’s decision to abandon the proposal, saying football had been protected from being placed in private hands.

“UEFA welcomes FIFA’s decision to withdraw its plan to sell a stake in its competitions -including the World Cup into private hands.”

The European governing body said the proposal had been unanimously rejected by UEFA’s national associations and opposed by many football organisations worldwide.

“Football is Not for Sale.”

Despite welcoming the withdrawal, UEFA called for a thorough review of FIFA’s leadership and governance.

“We cannot keep going on like this with secret schemes on fast track timescales, cooked up by faceless individuals and of dubious benefit to the game.”

UEFA also accused the current FIFA leadership of losing the confidence of many members of the football family.

“The current FIFA leadership has not only lost UEFA’s confidence but also that of many other members of the football family.”

The organisation added that FIFA already has sufficient financial reserves to support football development without selling commercial rights.

“We don’t need to sell off the family silver to pay for it.”

Concacaf Calls for Accountability

Concacaf also welcomed the withdrawal of the FIFA Forward Enterprise proposal and praised its 41 member associations for standing together.

“The Confederation commends its 41 Member Associations and the wider football family for the courage and unity they have shown this week.”

Concacaf said the proposal had been advanced outside FIFA’s established governance framework.

“The future of the FIFA World Cup was advanced outside every established governance framework, without transparency, consultation or due process.”

The confederation argued that FIFA exists to serve football rather than private interests.

“FIFA is not a private enterprise. It is a body held in trust for the game and its members.”

Concacaf added that its representatives on the FIFA Council would push for stronger governance and accountability while exploring ways to distribute FIFA’s existing reserves through the FIFA Forward programme.

FA Backs UEFA’s Position

England’s Football Association also supported UEFA’s stance and called for reforms at FIFA.

In its statement, the FA said, “We fully support UEFA’s position. It is time for a full and robust review of FIFA’s leadership and governance to ensure that the global game is run transparently, for the benefit of all 211 member nations and with the long-term stewardship of football at its heart.”

Qatar FA Supports Infantino

Unlike UEFA and Concacaf, the Qatar Football Association expressed support for Infantino while welcoming the withdrawal of the proposal.

QFA President H.E. Sheikh Hamad bin Khalifa bin Ahmed Al Thani said the decision placed unity within world football first.

“We welcome FIFA President Gianni Infantino’s decision to withdraw the FIFA Forward Enterprise proposal in the interest of the global football community.”

He added that although the proposal had merit, prioritising unity among FIFA’s member associations was the right decision.

“While the proposal had merit, we applaud the wisdom behind prioritising unity among Member Associations.”

The Qatar FA also maintained its support for Infantino’s leadership.

“The Qatar Football Association fully supports President Infantino’s efforts to continue growing and strengthening the game globally.”
